The Pennsylvania Governor’s Office of General Counsel (OGC) is seeking a licensed attorney with general experience in contracts, administrative litigation, and Right-to-Know Law. This position provides legal support to the Pennsylvania Commission on Crime and Delinquency (PCCD), whose mission is to make justice systems better, crime victims’ lives more livable, and communities safer. This position is based in Harrisburg, Pennsylvania, and is eligible for hybrid work (three days onsite and two days telework at the discretion of the Chief Counsel). The position will be classified as either an Attorney 3, or a level commensurate with the experience possessed by the successful applicant.
What You’ll Do:
Attorneys within the Office of Chief Counsel are responsible for advising the client on matters relating to the form and legality of grants and advising on issues that arising from the agency’s grant funding programs, including the review and drafting of contracts and Memoranda of Understanding. The Office of Chief Counsel provides strategic legal guidance to each business unit within PCCD, including the PCCD Commission, and the various Boards and committees under the PCCD umbrella. The position requires knowledge of the PA Sunshine Law and commonly accepted standards of conducting and maintaining order in public meetings. Attorneys represent the agency in administrative hearings and before the Commonwealth Court in matters arising from the denial of claims made to the Victims Compensation Assistance Program, personnel matters before the PA Human Relations Commission and the Equal Employment Opportunity Commission, appeals of Right-to-Know Law matters, and other agency matters as directed by Chief Counsel.
What We’re Looking For:
The Office of Chief Counsel seeks an attorney knowledgeable in Pennsylvania law, including the Crimes Code, Crime Victims Act, criminal procedure, Right-to-Know Law, Open Records Act, and Commonwealth contract requirements. The attorney will represent the agency in administrative hearings and Commonwealth Court, prepare related pleadings and briefs, and attend committee and Commission meetings.
Candidates must be well organized with excellent oral and written communication skills for both in-person and remote interactions. Strong analytical, problem-solving, and multitasking abilities are essential, along with the ability to foster trust, collaboration, and effective working relationships among internal clients as well as the external members of the Commission and Boards. As part of a small, two-person legal office, the candidate must also be comfortable working independently and handling a broad range of legal matters with minimal supervision.

Qualifications:
- Juris Doctor degree from an ABA-accredited law school.
- Active membership in good standing with the Pennsylvania Bar.
- 5 years of practice
