Job Summary:

We are seeking an experienced Programmer Analyst to serve as an advanced technical resource within the Eligibility Area. This role involves complex development, maintenance, and support responsibilities across multiple platforms, primarily focusing on web applications related to the Client Support and Health & Human Services domains.

Key Responsibilities:

• Provide advanced development, production, and batch job support for mission-critical applications.
• Support and enhance applications such as CDC I-Billing, CCAC (Childcare Attendance Certification), and Bridges, using .NET and Java technologies.
• Lead the evaluation of technical solutions and recommend platform enhancements.
• Perform full-stack development and troubleshooting tasks in a collaborative Agile environment.
• Develop and maintain documentation for application architecture, navigation, data storage, validation, manipulation, and printing processes.
• Collaborate with internal teams to ensure production stability and respond to provider support requests.
• Execute ongoing modernization and upgrade efforts in the development environment.

Required Skills and Experience:

• 8–11 years of experience in IT development or a related area.
• Expertise in .NET 4.8 with C# and Java for web application development.
• Strong experience in PL/SQL and Oracle Database.
• Proficiency in JavaScript and reporting tools such as Business Objects/Crystal Reports.
• Familiarity with JIRA, DevSecOps, Bitbucket, and Azure DevOps GIT.
• Experience supporting and managing batch job processes.
• Solid understanding of Agile development practices.

Preferred Qualifications:

• Experience working with applications in public sector health and human services.
• Familiarity with upgrading legacy platforms and tools to current technologies.
