What are the responsibilities and job description for the CILA Manager (CM) position at ABRA?
The CILA Manager (CM) is responsible for the direct care and residential services provided by ABRA to the individuals at an assigned CILA site which includes helping to increase independence levels in daily living, economic self-sufficiency, and community integration. The CILA Manager is a full-time position and may be required to work a variety of days and shifts, including weekends and holidays.
QUALIFICATIONS:
· Be at least eighteen years old, have proof of a high school diploma or G.E.D., and demonstrate eighth grade level of literacy on the TABE exam.
· Have successfully completed an approved DHS Authorized Direct Support Professional training program and Medication Administration training program and have two years of experience working with individuals with developmental disabilities or comparable experience.
· Be able to read, write, speak, and understand the English language.
· Possess a valid driver’s license and car insurance.
· Successfully pass background checks through the Health Care Worker Registry, the Department of Human Services Habilitation Aide/Nurse Aide Registry, DCFS State Central Resister (CANTS), the Illinois Department of Healthcare and Family Services Sanctions List, the Illinois Sex Offender Registry for potential abuse and/or neglect charges, and any other background checks as required by DHS.
· Be in good physical and mental health with no permanent limitations for lifting.
· For New hires- Upon the acceptance of the offer of employment, the employee must complete within the initial employment period and physical exam with the physician of choice and TB testing. Prior physicals exams and TB tests conducted within a year of the hire date will be considered valid.
· Must have managerial experience to be able to complete program paperwork as needed.
· Previous experience with supervising staff is not necessary but will be required.
ON-GOING REQUIRMENTS:
1. Attend regularly scheduled training/in-service programs and complete the handouts as requires.
2. Complete Department of Human Services (DHS) Residential Directors/Supervisory Training modules and/or other training modules as applicable.
3. Maintain current behavioral intervention training, OIG Rule 50 training, CPR and first aid certification.
4. Attend and participate in agency Management Team meetings.
5. Must be willing to assist with agency fundraisers including helping at BINGO
Duties and Responsibilities will include but are not limited to:
STAFF DEVELOPMENT AND MANAGEMENT
1. Supervise and assign tasks for direct care staff.
2. Approve shift replacements for the CILA they manage
3. Conduct annual evaluations for direct care staff in the CILA they manage
4. Assist with orientation for direct care staff.
5. Participate in employee disciplinary measures for all direct care staff according to agency policy and procedure.
6. Participate in employee grievance procedures for all direct care staff according to agency policy and procedure.
PROGRAM MANAGEMENT
1. Facilitate house meetings and maintain a record of the meeting’s minutes
2. Assist officials during on-site surveys
FISCAL MANAGEMENT
1. Maintain a separate checking account for the purpose of buying groceries and supplies for the home.
2. Complete grocery/supply shopping for the home and submit receipts to the CILA Director
3. Ensure that there is money available for the staff to go on outings with the individuals
4. Ensure that the household bills are paid in a timely manner
INDIVIDUAL SERVICES
1. Attend annual and/or six month reviews and participate as a member of the individual’s support team.
2. Communicate the needs of the individuals to their guardians and then work with the guardian to meet the needs.
3. Schedule and ensure completion of doctor appointments, routine lab work, TB tests, and immunizations as needed.
4. Complete At tome activities as assigned or as part of the individual’s daily schedule
5. Ensure that the individuals have the assistance they need with their checking account, saving account and/or petty cash account, including deposits, withdrawals, and reconciling the accounts.
6. Serve as the second signature required on any individual’s checking account that ABRA serves as the Representative Payee
7. Assist or ensure completion of the individuals paying their bills
8. Advise staff on an individual’s financial situation and keep staff aware of any limits set by the guardian on the individual’s account.
9. Arrange social activities for the individuals including transportation, fees, and supervision
10. Arrange shopping times and money needed for each individual. Collect the receipts, double checking the purchases to the receipts, and then submitting the receipts to the CILA Director. Complete the designated service objectives as assigned in the IS.
11. Follow-up on all Behavior Observation Forms and Incident Reports as assigned.
12. Update the Logbook Task Sheets quarterly to ensure tasks are current and/or still needed.
HEALTH AND SAFETY
1. Ensure that the scheduled evacuation and emergency drills are completed as required and/or as regulated. Forward drill reports to the CILA Director.
2. Ensure that testing of the smoke detectors, carbon monoxide detectors and water temperature checks are completed as scheduled. Forward test results to the CILA Director Monthly.
3. Monitor and replenish the OIG Box, first aid supplies and the blood borne pathogen kit.
4. Obtain assistance in an emergency or crisis situation.
5. Insure that the home, appliances and furniture are maintained and kept in good shape and working order
6. Work as the liaison between the landlord and the individuals living in the home.
