POSITION TITLE: CLINICAL MANAGER

DEPARTMENT: BEHAVIORAL HEALTH/HOUSING

REPORTS TO: DIRECTOR OF HUMAN SERVICES

GENERAL SUMMARY

The Clinical Manager plays a pivotal role in the effective delivery of behavioral health, housing, and employment services by overseeing both clinical and administrative operations within the department. This position ensures the highest standards of care for clients by managing a multidisciplinary team, including Behavioral Health Professionals, Technicians, and interns. The Clinical Manager is responsible for developing and implementing evidence-based treatment plans, supervising staff, and ensuring that all services—spanning behavioral health, housing support, and employment assistance—are compliant with state, federal, and contractual requirements. The Clinical Manager works closely with the Director of Human Services to meet departmental goals, oversee budget planning, and ensure that staff are properly trained and equipped to meet client needs. This includes reviewing and ensuring the quality and timeliness of clinical documentation, case notes, and billing records, while also managing compliance audits and contract deliverables across behavioral health, housing, and employment programs. In addition to managing daily operations, the Clinical Manager plays a strategic role in driving continuous improvement efforts across the department. This includes fostering a learning environment through regular staff training on evidence-based practices, monitoring client outcomes, and ensuring that the department’s services meet or exceed all contract performance standards in all areas—behavioral health, housing, and employment support. The Clinical Manager also serves as a liaison between the organization and external stakeholders, ensuring effective coordination of care with other providers and agencies. In this capacity, the Clinical Manager interprets contracts and guides staff in meeting stakeholder expectations, maintaining a high standard of compliance and documentation that is audit-ready at all times. Ultimately, the Clinical Manager combines clinical expertise with administrative oversight to ensure that the department delivers high-quality, client-centered services in behavioral health, housing, and employment, while staying compliant with all legal and regulatory requirements. This position is critical in maintaining the integrity of service delivery, ensuring operational efficiency, and fostering a culture of professional growth and excellence within the team.

MAJOR DUTIES/RESPONSIBILITIES

  • Staff Supervision and Development
    • Provide direct supervision and evaluation of staff delivering behavioral health, housing, and employment services.
    • Ensure staff compliance with mandatory trainings, clinical supervision, and contractual obligations.
    • Review case notes, treatment plans, and billing logs to ensure accurate and timely documentation.
    • Support Behavioral Health Technicians and interns by modeling evidence-based practices across behavioral health, housing, and employment services.
    • Conduct periodic staff training on evidence-based practices and intervention techniques relevant to all three areas of service.
    • Complete staff evaluations and provide feedback, ensuring alignment with performance goals and departmental objectives.
  • Client Care and Service Delivery
    • Oversee the development and implementation of treatment plans and assessments for clients, ensuring integration of behavioral health, housing, and employment goals.
    • Ensure timely and quality completion of client notes, with a standard of completing documentation within 48 to 72 hours of services.
    • Provide guidance on the delivery of services that align with client-centered care and evidence-based practices across all programs.
    • Reviewing and Signing all Treatment Plans and Assessments from our clients within 72 hours.
  • Contract Compliance and Reporting
    • Monitor compliance with state, federal, and contract requirements for behavioral health, housing, and employment programs, addressing any non-compliance issues promptly.
    • Ensure annual contract and licensing renewals are completed on time.
    • Manage audits and prepare documentation to ensure the department maintains 100% compliance with all stakeholder requirements.
    • Ensure staff understand and meet contract deliverables related to behavioral health, housing, and employment outcomes.
  • Administrative and Budget Oversight
    • Contribute to the development of the department's budget, ensuring accurate tracking of expenses across behavioral health, housing, and employment services.
    • Review and manage billing logs, ensuring accurate and timely billing for all services provided.
    • Maintain budgetary control with a goal of no more than 10% deviation from budget-to-actual expenses.
    • Participate in management meetings, budgeting processes, and maintain an "on-call" schedule for any urgent needs.
  • Stakeholder and Community Engagement
    • Act as the primary liaison between the department and external stakeholders, ensuring effective coordination of care with other providers, community agencies, and partners.
    • Attend and represent the organization at stakeholder and provider meetings related to behavioral health, housing, and employment services.
    • Foster partnerships that enhance service delivery and promote community integration of clients.
  • Training and Continuous Improvement
    • Foster a culture of continuous learning by developing and implementing ongoing training programs for staff on best practices in behavioral health, housing, and employment services.
    • Monitor client outcomes and departmental performance, making improvements as necessary to ensure high standards of care and service delivery.
  • Other Duties
    • Perform additional duties as assigned by the Director of Human Services, ensuring timely completion of tasks.
    • Ensure annual recertifications for clients receiving supportive services and maintain compliance with ADOH and other relevant contracts.

WORK ENVIRONMENT

1. Supervision
Direct supervision of behavioral health, housing, and employment staff, ensuring effective delivery of services across all departments.

2. Confidentiality
This position requires access to highly confidential client and agency information, including sensitive details related to behavioral health, housing, and employment services. Strict adherence to confidentiality regulations, including HIPAA, is required.

3. Mental Application and Responsibility
The position requires a high level of responsibility in administering company policies and procedures, resolving problems, and making clinical and administrative decisions.
Must demonstrate sound judgment and ethical standards when handling both direct care and supervisory duties.

4. Internal and Public Contacts
Regularly interacts with internal staff, clients, and external stakeholders, including other social service agencies, landlords, employers, and community organizations involved in client care and housing/employment services.

5. Conditions and Equipment
Work environments include in-home visits, clinical settings, and administrative offices for delivering services. Equipment use includes standard office equipment, computers, communication tools, and other tools as needed to support client activities.

6. Physical Demands
The work environment includes in-home, office, and community-based settings, requiring the ability to walk up and down stairs and occasionally lift up to 25 pounds.

 ABILITIES

1. Language (Communication)
Bilingual (Spanish/English) is preferred. Must be able to communicate clearly and effectively through both oral and written communications.

2. Mathematical
Basic mathematics is required for this position. Rent calculations are required using basic math principles.

3. Reasoning
Position requires basic understanding of working with people who have unique disabilities, basic understanding of crisis prevention and intervention and to assist in a recovery model or plan. Basic understanding of First Aid and CPR

4. Other
Position requires a basic understanding of the Arizona State Housing Rules, Regulations, Fair Housing and Landlord Tenant Act Laws.

QUALIFICATIONS

1. Education
Master’s degree in a related field such as social work, psychology, or counseling required.
Specialized certifications or additional training in behavioral health, housing, or employment services preferred.

2. Experience
Minimum of three (3) years of progressive responsibility in the delivery of behavioral health, housing, or employment services.
Experience in supervising staff and managing programs across multiple service areas (behavioral health, housing, and employment).
Experience working with state and federal housing contracts, such as ADOH and HUD, is highly desirable.

3. Licensure and Certifications
Must have an active independent licensure in good standing with the Arizona Behavioral Health Examiners Board. This includes one of the following:
- Licensed Professional Counselor (LPC)
- Licensed Clinical Social Worker (LCSW)
- Licensed Marriage and Family Therapist (LMFT)
- Licensed Psychologist
Must be able to obtain a Level 1 Fingerprint Clearance Card within 90 days of employment.
Valid driver’s license required.
Must be able to maintain compliance with agency-required certifications and training programs.

4. Skills
Strong leadership and supervisory skills with the ability to manage multidisciplinary teams.
Excellent organizational and time management skills, with attention to detail and the ability to prioritize tasks effectively.
Proficient in documenting and billing for services in a timely manner.
Strong communication skills, both written and verbal; bilingual (English/Spanish) preferred.
Strong analytical skills with the ability to collect data, establish facts, and draw valid conclusions related to client care and service delivery.

5. Other

Must be over 21 years of age
Must possess a valid driver’s license
Must be able to obtain a Level 1 Fingerprint Clearance Card
Must be able to obtain valid certifications for Agency compliance within 90-days of employment
Pass background check inclusive of Excluded Provider List System (EPLS) and the Health and Human Services (HHS) List of Excluded Individuals/Entities (LEIE)

OSHA

Everyone has the right to a safe workplace.
