ABOUT ACHIEVERS:

Achievers Early College Prep Charter School (AECP) is New Jersey’s first public charter school for students in middle school and high school that provides them with the unique opportunity to pursue one of four STEAM pathways (Health Sciences, Digital Media, Audio Engineering and Cisco Computer Networking). Students can have access to a program that allows them to earn up to 60 college credits, NOCTI credentials and workplace training. AECP is determined to ensure that students can enhance their journey through high school and graduate with content mastery, skills, and experiences that are essential to the current marketplace and the world beyond.

ABOUT THE ROLE:

The Director of Human Resources is responsible for developing HR strategies, overseeing operations, and ensuring compliance. The HR director plans, develops, implements and directs systems for determining staffing systems and processes; for recruiting, screening and selecting new staff; for determining and implementing personnel policies; and for administering employee benefits, and other duties as assigned by the Executive Director. The Director leads HR initiatives and provides guidance to the Talent and Recruitment Specialist.

 

QUALIFICATIONS:

● Strong analytical & computation skills and high proficiency with technology including Google Suite for Education, Excel, Word, accounting software and payroll software
● Ability to communicate, solve problems, and work effectively in a service-oriented manner with all members of the school community
● Strong written communication skills
● High level of interpersonal skills to handle sensitive and confidential situations and information 
● Excellent motivation and ability to complete a multi-step process involving many participants
● Ability to maintain all employee information with absolute confidentiality
● Ability to plan, organize and carry out assignments with minimal direction
● BS Degree in Human Resources, Business Administration or related field and/or relevant experience working in the HR office of an independent school
● Extensive experience in Human Resources Management
● This position will require a high degree of interaction with colleagues, prospective families, current and prospective students, current families, professionals from other schools and
organizations, professional membership organizations
● Experience and/or knowledge desired of school personnel certifications, Excel programs, Medical Benefits, FMLA and NJFMLA requirements
● Excellent writing and researching skills 

● Excellent organizational skills and time-management skills
● REPORTS TO: The Executive Director

 

PERFORMANCE RESPONSIBILITIES:
● The Director of Human Resources shall administer collective bargaining contracts and act as an advisor to the Board of Education in contract negotiations and all matters of employee relations.
● Serve as District Compliance Officer for grievance procedures, Affirmative Action complaints and Equal Employment Opportunity Commission Complaints.
● Administers all logistical requirements for the school district salary programs in conjunction with the School Business Administrator and Executive Director
● Serves as a resource person for the staff on the district's employee benefit programs including group health insurance, disability insurance, retirement of plans, sick leave, personal leave, other leaves of absence and other related or emerging employee benefit plans.
● Keeps abreast of government statues, regulations and rules relating to personnel administration and advises interested parties of the provisions of the laws.
● Assists with research pertaining to personnel, including salary research, studies of staff characteristics, professional standards, and other pertinent projects.
● Develop/edit/update job descriptions for all employees. Complete periodic job description audit and reclassify employees as appropriate under the Fair Labor Standards Act. Post the
positions to job sites and school’s website.
● Update, manage and distribute employment packets and Employee Handbook for all employees.
● Counsels with employees to resolve complaints regarding school policies (ie harassment, discrimination etc), difficulties and other matters related to personnel management and works
with principals on difficult personnel matters.
● Maintains an up-to-date application file of prospective candidates for all positions.

● Develops and maintains a computerized system for personnel records for all school employees, in order to provide a comprehensive, efficient, accurate and current record of all matters pertinent to employment, transfer, tenure, retirement, leave, promotion etc.
● Works with principals in the selection, assignment and evaluation of personnel.
● Cooperates with college and university schools of education and with career guidance offices regarding applicants.
● Provides necessary processing of issuance and renewal of state credentials.
● Plans, develops and revises personnel management policies in accordance with state legislation for submission to the Board for adoption.
● Recommends reviews and designs all job application forms used by the district, ensuring their compliance with state and federal statutes and Board policies on nondiscrimination and maintains an inventory of such forms.
● Places advertisements and prepares mailings, as appropriate, announcing each job opening in the district and soliciting applications.
● Maintains ongoing communication with schools of education and similar institutions likely to prove helpful as sources of personnel.
● Assists in the development of policies and regulations for the just administration of the professional advancement program.
● Plans, organizes and represents the district in fact-finding, arbitration and representation cases heard before public commissions or other such bodies when assigned by the executive director.
● Maintains knowledge of all current negotiated employee contracts in force in the district, and alerts administrators, as appropriate, to any contradictions or problems arising out of the
contracts with regards to job description.
● Works with the Business Administrator in all financial areas related to personnel.
● Advises the payroll department of changes in the professional status and certification of certified personnel that requires changes in their placement on the salary schedule or benefit program.
● Attends all Board meetings and prepares reports (verbal/written) for the Board as the Executive Director may request.Prepares the Executive Director's personnel recommendations for
submission to the Board.
● Directs the selection of qualified non-instructional candidates.
● Screens and processes applications of candidates.
● Receives, reviews and processes requests for transfer in accordance with transfer regulations and the needs of the district.
● Interviews and recommends to the Executive Director, in conjunction with other appropriate administrative and professional staff members, applicants for appointment and for presentation to
the Board.
● Reviews staff evaluations and makes recommendations to the Executive Director as to continued employment status or other appropriate status.
● Process recommendations for termination of employees, assembling substantiating information for the dismissal of employees and arranging any necessary conferences and hearings.
● Manage employee separation process, including exit interview and off-boarding

● Coordinates and interprets the evaluation program of teachers and other professional personnel, and assists in the development regulations of the just administration of the professional
advancement program.
● Serves as an advisor to personnel involved in creating or administering personnel assessment instruments.
● Plans and directs programs of orientation, in-service education and performance training for all new teachers.
● Maintains close contact with all departments and schools in planning and anticipating the professional personnel needs of school programs.
● Plans, organizes and implements district wide programs for training paraprofessionals and other non-certificated staff.
● Coordinates the operation of the student teacher programs in the district.
● Recommends to the Executive Director policies and programs to improve human relations in the district.
● Assist to develop, administer and interpret to staff the policies, rules and regulations of the district.
● Completes mandated training programs as required by law.
● Serves as the custodian of records for all personnel records.
● Performs other duties as assigned by the Executive Director of Schools.
● Manage and coordinate benefit programs (Health, Dental, 403(b) Retirement Plan, STD, LTD, Life/AD&D and COBRA) for employees, serving as the primary interface with the
benefit providers and brokers
● Coordinate 403(b) retirement program including employee enrollment and interfacing with vendor
● Demonstrate depth of understanding with school benefits programs and provide guidance to all employees requiring benefits support or clarification
● There may be occasional local day travel
● Manage the new employee recruitment process: working with hiring managers to place ads, screen resumes and make employment offers
● Oversee the screening and onboarding process for new employees
● Ensure compliance with federal and state statutes/laws such as FMLA, NJFMLA, NJFLI), ADA, Sexual Harassment, OSHA, Worker's Compensation, Title VII, and ERISA
● Counsel employees regarding disciplinary problems and provide mediation when necessary
● Coordinate employee training programs, including Sexual Harassment Prevention, Mandatory Reporting, and other required programs for all employees
● Manage Worker's Compensation program (point person for claims, follow-up, etc.)
● Perform quarterly review, analysis and reconciliation to ensure employee and employer matching contributions are accurate, in collaboration with the Business Office.
● Prepare reports as needed.

● Ensure benefits plans comply with applicable laws/statutes (HIPPA, ERISA and IRS guidelines)
● Assist in evaluation, selection and implementation of benefit programs along with the development of employee benefits budgets in collaboration with the Business Office &
Executive Director.
● Manage annual open enrollment for all applicable benefit plans
● Schedule, prepare and gather information for the annual workers comp insurance audit
● Regularly review human resource systems, controls and filing compliance.
● Undertake any compliance related tasks necessary to keep employee files up to date, and to securely archive inactive records
● Oversee the management and preparation of the semi-monthly payroll including enrollment and termination, tracking absences, processing timesheets for hourly employees,
compilation and submission of HSA and 403(b) contributions and employment changes and issues related to payroll tax withholding, COBRA, FMLA, 3rd party disability, garnishments
and unemployment
● Maintain HR system/payroll database with earning updates and status changes
● Ensure the preparation and distribution of all year-end tax reports including W-2's,1099's, ACA 1095's, etc
● This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines
● Operate a variety of office equipment such as computer terminal and related software applications

Experience Requirements 

  • BS Degree in Human Resources, Business Administration or related field and/or relevant experience working in the HR office of an independent school

12 month position - Required to work from School Daily: Hours 7:25am - 4:30pm

  • 2 years experience working in a leadership/management role within a high-performing organization OR in K-12 schools
  • Experience managing a complex enterprise's human resources, finances, operations, or strategies.
  • Proven ability to manage budgets in a similar role.
  • Proficient operational and financial acumen.
  • Strong ethical leadership abilities.
  • Excellent written and verbal communication skills.
  • Strong people skills.
  • Outstanding organizational skills.
  • Ability to make projections three years into the future.
  • 2 - 4 years of total experience required.

 

Physical Requirements 

  • Required to work from school everyday- setting up spaces
  • Set up for events in schools/other locations 

 

COMPENSATION AND BENEFITS
● Achievers offers a competitive salary commensurate with experience, along with a comprehensive benefits package. This is a 12-month position and is exempt, thus not eligible for overtime pay under the provisions of the Fair Labor Standards Act.
