Location Description: We are in beautiful Coastal Virginia in the Hampton Roads area where there’s much to see and do year-round. The weather is beautiful with a climate that truly experiences the four seasons. Joint-Base Langley-Eustis is located on a peninsula, surrounded by the James & York Rivers, as well as the Chesapeake Bay. Those that like the outdoors will have their fill of fishing and watersports. You can find exhilarating skiing and hiking in Appalachia and beach getaways to Virginia Beach and the Outer Banks within a two-hour drive. History abounds in the colonial area of Williamsburg and the National Parks at Yorktown Battlefield (site of the British surrender to conclude the war for Independence) and Jamestown Settlement (site of the first settlement in the United States). The state’s capital, Richmond, and Norfolk both provide big city amenities like concerts, shows, and international airports within an hour. With many military installations (Navy, Marines, Coast Guard, Army, and Air Force) in a dense geographic area, the economy is resilient and growing. Many retiring military members choose to make Hampton Roads their forever home.

Division Description: We support a diverse range of programs for multiple MAJCOMS/locations and provide cradle to grave contract execution and management. We have personnel located at ACC AMIC and operating location Hurlburt Field. Our mission partners include the Government of Canada, AMIC Det-1 (Ottawa), ACC Training Support Squadron (TRSS), ACC/A3, ACC/A589, 53 Electronic Warfare Group (EWG) and the 505th Command and Control Wing (CCW). PKB executes contract actions to include North Warning System (NWS), Air Combat Training System (ACTS), Primary Training Ranges (PTR), Combat Air Forces Contract Air Support (CAF CAS), Aircrew Training and Courseware Development, Guardian Angel Rescue Instructional Training (RITS) and Academic Training and Exercise Support.

Position Description: Position serves as the division chief of 4 branches (branch chiefs include 3 civilians and one officer) and twenty personnel. The position includes the following: directs/advises personnel within/outside the organization regarding the resolution of contractual acquisition issues and applies leadership skills to utilize staff and promote mission accomplishment; appropriately exercises authority in the management of personnel and effectively promotes collaboration/teamwork across functional areas within/outside of the organization, demonstrating a positive example of leadership and followership; effectively delivers clear/concise communications at the appropriate level; and identifies, protects, conserves, utilizes, and allocates resources to accomplish organizational objectives, staying versed at the AMIC and higher-level strategic plans.

Position Responsibilities:

- Exercises full supervisory responsibilities for civilian, officer and enlisted personnel to include but not limited to hiring, training, evaluating work performance, resolving conflict and providing productive and meaningful performance evaluations.

- Versed at pre- and post-award contract processes, guidance and procedures. Coaches and guides teams through acquisition planning and strategy development as well as strategy implementation. Exercises critical thinking and problem-solving skills in resolving issues related to pre- and post-award challenges.

- Serves as business advisor, providing advice and guidance, ensuring all business aspects of the acquisition are considered, including risks and incentives.

- Represents the organization with a variety of functional area and installation organizations.

Qualifications for the Position:

1. Professional knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex and/or diversified services commodities, and/or construction.

2. Knowledge of the business environment (e.g. economic trends, awareness of commercial business practices, standards, mergers, and acquisitions, etc.) in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and acquisitions, etc.) in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research.

3. Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation including assessing the probability and consequences of potential problems.

4. Knowledge of contract negotiation, administration, and termination principles, policies, procedures, and technical requirements and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.

5. Ability to identify problems, determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and make recommendations; makes sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to insure that legally binding contracting officer decisions are consistent, justifiable, and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals.

6. Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy.

7. May be required to travel by military or commercial aircraft in the performance of TDY assignments.

8. May be required to work overtime.

9. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance.

10. The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.

11. The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.

12. In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

13. Must have or obtain an unlimited Air Force contracting officer's warrant within 12 months of assuming the position.
