Responsibilities
- Leadership & Management:
- Oversee the Accounting Department, including Accounts Payable and Receivable, Payroll, Fixed Assets, Financial Analysis, and Accounting.
- Supervise Assistant Controller, accounting staff, and financial analysts.
- Plan and organize work programs; monitor and evaluate staff performance, taking corrective actions as necessary.
- Financial Operations:
- Manage financial close processes and ensure adherence to GAAP and funding partner requirements.
- Analyze financial statements and reports, making informed decisions and providing clear directives.
- Ensure reconciliation of general ledger accounts with subsidiary ledgers and oversee adjustments to the general ledger.
- Oversee the preparation of financial reports, including monthly balance sheets, income statements, and budget variance reports.
- Audit & Compliance:
- Manage HRT’s annual financial and compliance audits, as well as external and internal audits.
- Prepare documentation for FTA triennial reviews, drug and alcohol audits, independent audits, state audits, and EEO Program audits.
- Ensure compliance with HRT’s Environmental Management System (EMS) and relevant policies.
- Policy & Communication:
- Establish and implement accounting policies, procedures, and practices.
- Communicate policy decisions across departments and provide guidance on financial policies, procedures, and budget reporting.
- Recommend and implement department controls and procedures.
- Records Management:
- Manage records in compliance with HRT’s Records Management Policy and Procedures.
Education & Certifications:
- Bachelor’s degree in accounting, business administration, or finance (required).
- CPA or CMA certification (preferred).
- MBA (preferred).
- 5–10 years of accounting experience, including enterprise fund accounting, grants accounting, fixed assets, and general ledger management.
- Minimum 2 years of supervisory experience.
- Comprehensive understanding of GAAP and its application in enterprise fund accounting.
- Advanced proficiency in Microsoft Excel (Pivot Tables, VLOOKUP, logical analysis statements).
- Familiarity with accounting software and systems, including PS Finance, nVision, ECHO system, and Citrix.
- Strong analytical and decision-making skills.
- Exceptional communication and leadership abilities.
- Microsoft Office Suite (Advanced Excel skills required).
- Email platforms, financial systems, and internet tools relevant to accounting functions.
- Ability to manage and direct complex accounting functions within a transit agency environment.
- Proven ability to lead and train employees to meet performance standards and organizational goals.
