Position Summary :
Performs responsible, professional, and technical work in the specific field of transportation planning. Work involves complex planning assignments requiring considerable skill in research, analysis, and presentation of data as the position will be responsible for writing reports supporting the development, evaluation, monitoring and implementation of comprehensive studies, plans, programs, and land development regulations. Work is reviewed through oral and written reports, discussion, and results obtained.
AICP certification preferred.Graduation from an accredited college or university with a bachelor’s degree in urban planning, civil engineering, or related field required.Essential Duties and Responsibilities :

Analyzes the traffic impacts of proposed developments and evaluates proposed site plans for design considerations involving vehicle access and traffic circulation.Reviews applications for certificates of concurrency and maintains City's roadway concurrency management system spreadsheets.Assists in preparing, reviewing, and updating transportation plans for roadway, trail, sidewalk, bicycle, or transit / bus modes, including the Transportation Element of the City's Comprehensive Plan.Coordinates with the Engineering Department regarding the budgeting and expenditure of collected mobility fees.Reviews requests for mobility fee credits.Provides technical advice to Planning staff and other departments, coordinating as needed with Traffic Operations and Engineering Department staff on transportation issues and projects.Presents plans, and makes recommendations to elected officials, advisory boards, professional organizations, and civic groups.Monitors plans of, and coordinates with, county, regional, and state transportation officials regarding proposed Plant City area transportation projects.Seeks and monitors grants and other funding sources for transportation projects.Reviews and monitors pending legislation, rules, or funding program changes.Meets with citizens and private development stakeholders regularly to assist in reviewing development proposals and ensure compliance with the Code of Ordinances and other City policies and procedures.Performs other job duties as assigned.Knowledge, Skills, and Abilities :
Knowledge of the principles and practices of Planning or Civil Engineering.Knowledge of planning practices.Proficiently skilled in Microsoft Office Suite, including PowerPoint and Excel.Experienced in giving clear and engaging public presentations to a variety of audiences.Skilled in proficiently delivering engaging and impactful public presentations, with the ability to clearly communicate complex information to diverse audiences and effectively capture their attention.Proficient in reading, interpreting, and analyzing plans and technical specifications, while also skilled in writing clear, detailed technical documents and correspondence with various stakeholders.Able to communicate effectively with the public, staff, and external parties, both orally and in writing, ensuring clarity, accuracy, and professionalism in all interactions.Education and Experience :
Graduation from an accredited college or university with a bachelor’s degree in urban planning, civil engineering, or related field.Five (5) years of experience in a recognized planning agency, with a focus on multi-modal transportation planning or traffic engineering, including expertise in traffic impact analysis and the review of transportation plans.Experience obtaining grant funding or working with the local metropolitan transportation planning organization is preferred.Certificates and Licenses :
Must possess and maintain a valid Florida driver’s license and be insurable by the City’s current insurance carrier.National Incident Management System (NIMS) training will be required according to the job duties and responsibilities within one (1) year of employment.AICP certification preferred.
