Education and Experience Required:
- An Associate's Degree in Engineering, Construction Technology or related field from an accredited college or university and six (6) years of experience in planning, developing, implementing, designing, computer modeling or inspecting engineering projects.
- A Bachelor’s Degree in Engineering, Construction Technology or related field from an accredited four-year degree granting college or university; and four (4) years of experience in planning, developing, implementing, designing, computer modeling or inspecting engineering projects.
- Knowledge of Computer Aided Design Software
AutoDesk Civil 3D, AutoCAD, Survey, LandDesktop, Raster Design
Position Summary:
Performs a variety of engineering assignments in the review and inspection of projects. Performs independent work within the authority prescribed by the City Engineer. Reviews plans for construction projects. Develops and maintains project documentation records database; provides coordination and archiving for safe-keeping.
Essential Duties and Responsibilities: The following duties are illustrative and not exhaustive. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.
- Assists in the planning, development, and oversight of developer projects to include developing and maintaining documentation and correspondence; investigating and resolving concerns and complaints; reviewing permit certifications; coordinates engineering technicians.
- Conducts environmental engineering reviews of permit applications to include process analysis, emission assessment, impact analysis, site inspection, and issuing authorization letters, warning notices and permit denials.
- Keeps detailed notes on each project's progress and tracks problems for compliance.
- Interprets plans and specifications; keeps alert to required construction practices and changes due to OSHA, Florida Department of Transportation, and other Federal, State and County rules and regulations.
- Reviews construction plans to verify if the proposed construction methods and materials are in compliance with the City's standards and specifications.
- Attends pre-construction coordination meetings.
- Performs various other tasks and duties as requested by the City Engineer.

- Knowledge of civil and environmental engineering principles.
- Knowledge of engineering design criteria and standards.
- Knowledge of inspection techniques.
- Knowledge of land surveying methods and practices.
- Knowledge of coordinate geometry and design calculations.
- Knowledge of engineering plans standard symbols.
- Knowledge of applicable federal, state and local laws, ordinances, regulations and policies.
- Knowledge of applicable environmental regulations and requirements.
- Knowledge of health and safety standards and procedures.
- Knowledge of applicable permit requirements.
- Knowledge of applicable computer operating systems and software.
- Knowledge of Computer Aided Design software (AutoDesk Civil 3D, AutoCAD, Survey, LandDesktop, Raster Design).
- Knowledge of Geographic Information System software (ESRI’s ArcMap, ArcGIS Server, ArcCatalog, MapGuide Server, Author and Viewer)
- Knowledge of testing and monitoring devices and techniques.
- Ability to read and interpret engineering drawings, specifications, and contract documents.
- Ability to identify discrepancies between work performed and specifications.
- Ability to communicate effectively both orally and in writing.
- Ability to perform engineering calculations.
- Ability to keep accurate field notes.
- Ability to collect, organize and evaluate data and develop logical conclusions.
Education and Experience:
- An Associate's Degree in Engineering, Construction Technology or related field from an accredited college or university and six (6) years of experience in planning, developing, implementing, designing, computer modeling or inspecting engineering projects.
- A Bachelor’s Degree in Engineering, Construction Technology or related field from an accredited four-year degree granting college or university; and four (4) years of experience in planning, developing, implementing, designing, computer modeling or inspecting engineering projects.
- A combination of education, training, and experience may be substituted at the City’s discretion.
Certificates and Licenses:
- Valid Florida Driver’s License and be insurable by the City’s current insurance carrier.
- FDEP Erosion Control certification, preferred.
