This is a hands on and employee focused position in the roadway construction industry that performs human resources-related duties at the professional level and may carry out responsibilities in some or all the following functional areas: Employee relations, training, employment, affirmative action, benefits administration and supports five division HR representatives. Administers or oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave, disciplinary matters, disputes and investigations, performance and talent acquisition and management, productivity, recognition, employee morale, occupational health and safety, and training and development.

While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch or crawl; talk or hear; and taste or smell. The employee must occasionally lift or move up to 25 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
This job operates in an office environment most of the time. Frequent travel is required to company division offices, as well as construction sites and asphalt plants.

Duties/Responsibilities
- Counsel and coach on topics including, but not limited to, performance management, people, organization, and culture to support an engaged employee group capable of achieving business goals
- Provide sound advice and recommendations on the human, organizational, and cultural implications of business decisions and issues, based on a thorough understanding of needs, current data, corporate philosophy, and human resource trends and best practices
- Facilitate clear, effective communication of corporate values, messages, policies and practices in ways that build commitment
- Ability to adapt to the needs of the organization and employees
- Responds to sensitive employee relations issues such as employee complaints, harassment allegations and civil rights complaints
- Represents the company for any unemployment claims
- Responsible for overseeing and/or organizing/conducting new employee orientations
- Develops and maintains affirmative action program; files EEO-1 Report annual; maintain other records, reports and logs to conform to EEO obligations.
- Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management to include all exempt and nonexempt personnel; writes and places advertisements; participate in job fairs
- Serves as the company’s EEO Officer and Disadvantaged Business Enterprise (DBE) Liaison
- Excellent organizational skills, attention to detail, and demonstrated ability to prioritize tasks
- Excellent time management skills with a proven ability to manage tasks and deadlines with independence and completeness
- Prepares and maintains accurate employee records
- Provides support, guidance and training to management and supervisors
- Assists executive management with succession planning and growth plans
- Diagnose gaps between the Company’s current and desired organizational performance and deploy strategies to resolve
- Assist with seasonal layoffs and unemployment communication
- Plans and facilitates company’s Spring Supervisor and Division Meetings.
- Tracks Employee Training
- Coordinates with company’s Safety Director on workplace injuries and accident investigation; worker’s compensation claims; drug & alcohol program; employee driving records; OSHA Reporting
- Promotes, maintains, and coordinates employee recognition programs
- Coordinates and strategically utilizes education programs to achieve Company goals
- Compiles information and generates reports as requested
- Assists supervisors with interviews and hiring as requested
- Handles discipline and termination of employees in accordance with company policy
- Conducts data entry into HR module of Viewpoint
- Assists employees regarding benefits claim issues and plan changes
- Distributes all benefits enrollment materials and determines eligibility
- Responds to benefits inquiries from managers and employees on plan provisions, benefits enrollments, status changes and other general inquiries
- Responds to 401(k) inquiries from managers and employees relating to enrollments, plan changes and contribution amounts
- Organize the open enrollment benefits process
- Availability to travel frequently thus supporting a diverse employee base spanning multiple geographic locations within Virginia and occasionally North Carolina
- Promotes communication and relationships with benefit providers and company broker
- Collaborates with senior leadership to understand the organization’s goals and strategy related to staffing, recruiting, and retention

Qualifications
- Bachelor’s degree in Human Resources management or closely related field
- 5 years of experience managing HR function to achieve business goals
- Thorough knowledge of employment-related laws and regulations
- Ability to balance strategic direction with hands-on field work across a large company footprint
- Demonstrated continuous advancement in areas of responsibility
- Strong computer skills, including proficiency in MS Word, Excel, Outlook
- Strong verbal and written communication skills
- Strong analytical and problem-solving skills
- Ability to work independently or with a group, be highly responsive, multitask, problem solve, and implement innovative processes
- Positive interpersonal skills with the ability to adjust style as needed to develop effective relationships with all levels of leadership, employees, and peers, and effectively deal with and resolve sensitive matters
- 7 years’ experience managing HR in a variety of functions to achieve business goals
- HR Generalist background in a field-based construction or construction related environment
- Professional certification, such as with PHR, SHRM or SPHR
