ACFR is an all-hazard response system located in the suburbs North of Denver. Our organization was initially established in 1946 as two different organizations: Southwest Adams County and North Washington Fire Departments. In 2014, our organizations merged physical assets, and in January 2015, through the efforts of both organizations, we became Adams County Fire Rescue.
ACFR performs structural firefighting, wildland, and other fires and responds to medical emergencies, rescue situations, hazardous materials incidents, special operations, and incidents that may be naturally caused. We also provide public education within educational facilities and the commercial industry, and plan events with our district.
Adams County Fire Rescue operates as a Protection District of approximately 22 square miles. The area consists of residential, single-family, multi-family, and commercial industries. We serve over 66,000 residents. The district has unique features that provide our personnel with various call types that respond from four fire stations. Our call volume is roughly 13,000 calls annually, along with six other agencies comprising municipalities and protection districts. Our agency and North Area partners work in a unique CAD 2 CAD, providing the closest unit response system within our North Area, which operates in seven cities and three counties. We are accredited through the Commission on Fire Accreditation International (CFAI) and recently completed our second consecutive accreditation with the Center for Public Safety Excellence (CPSE) through 2029. Our agency also has an ISO rating of 1.
Our district has continued to grow. In the last four years, 400 single-family homes, 400 multi-family residential units, and over 3,000,000 square feet of commercial industry have been added. Located just North of the Denver metropolitan area, much of the district has been urbanized with open space areas, parks, and bike paths. While still maintaining open space areas.

Position Summary:
The Division Chief of EMS is an administrative position responsible for supervisory, managerial, and administrative work, which includes strategic and operational planning, organizing, and overseeing the emergency medical delivery system for Adams County Fire Rescue and working with operations to provide medical services, including our Safety and Medical Officers, Paramedics, and firefighter-EMTs for patient care and ambulance transport services, coordinating training and continuing education in cooperation with affiliated hospital systems. Work also involves monitoring quality assurance and compliance with medical protocols defined by the Fire Department’s Medical Director and state and county agencies. Employees in this class work under the direct supervision of the Deputy Chief of Operations and the general supervision of the Fire Chief.
Attend scheduled and unscheduled meetings, attend at least two external community-related events in an annual cycle, and work closely with personnel in different divisions, ensuring consistency and clear objectives relating to the role of Division Chief of EMS.
Must be punctual and timely in meeting performance requirements, including, but not limited to, attendance standards and work deadlines; beginning and ending assignments on time; and will be part of our accreditation program for reviewing, tracking, implementing, and recommending best practices.
Must be available (especially during regular business hours) to communicate with subordinates, supervisors, customers, and vendors.

Immediate Supervisor(s):
The Division Chief of EMS will work under the supervision of the Deputy Chief of Operations and the general supervision of the Fire Chief.
Supervisory Authority:
The Division Chief of EMS will supervise the EMS Administrative Captain, EMS Administrative positions, and all subordinate personnel within the chain of command in matters related to the delivery of emergency medical services.
The Division Chief of EMS may also supervise anyone of lower rank in the absence of his or her immediate supervisor or when the immediate supervisor is present but deems the supervision to be necessary or appropriate.
Objectives:
- Build and maintain relationships within and outside Adams County Fire Rescue, building trust while encouraging collaboration.
- Required interaction with different ranks and personnel, and continued work toward opportunities to foster compelling team-based working environments.
- Ensure Adams County Fire Rescue standards of cover align with our current response system; this may be dynamic, working to understand the effects of our call types, run cards, and the impact on the CAD system.
- Work in a team environment while leading the efforts to update Adams County Fire Rescue operational policy and procedures to ensure consistency and standardization while incorporating advancements in equipment, technology, evolving community needs, and firefighter safety protocols. Support current wellness initiatives.
- Participate in our organizational leadership development and professional growth opportunities. Work towards a transparent model for organizational succession planning that provides a pathway for employees to pursue personal and professional growth opportunities.
- Maintain and cultivate positive and productive relationships with union leadership. Work as a team during collaborative labor-management meetings and contract negotiations, and establish realistic expectations as service delivery changes evolve.
Primary Duties and Responsibilities:
The following duties are an overview of this position's primary duties and responsibilities and should not be considered an all-inclusive list.
- Direct and manage administrative aspects of the district EMS program and support operational procedures through verbal, practical, and written documentation training applications.
- Demonstrate comprehensive knowledge of emergency medical systems, techniques, equipment, protocols, and medical-legal issues.
- Demonstrate proficiency in the computer applications utilized by fire and EMS operations and the use of computers.
- Support, participate in, and foster a collaborative environment that recognizes the importance of response times—utilizing data to build a response system that works within the Cad 2 Cad response model.
- Utilizing strategic leadership, plans, administers, and manages the delivery of Basic Life Support (BLS) and Advanced Life Support (ALS) services and pre-hospital transport operations. Ensuring personnel focus on our model and understand why we value continued improvement daily, monthly, and annually.
- Prepare statistical analyses on our EMS program activities and the budget to demonstrate its effectiveness and identify areas for improvement and resolution options.
- Monitor billing processes to ensure compliance with the district’s policies and procedures, all contractual obligations, and all Federal and State laws, including but not limited to the Health Insurance Portability and Accountability Act of 1996 (“HIPPA”) and the regulations developed by the US Department of Health and Human Services and other agencies to interpret and implement HIPPA.
- Serve as District HIPAA Compliance Officer.
- Ensure compliance with applicable EMS laws, standards, and codes, and keep aware of trends related to EMS operations and fire operations associated with EMS standards and actions. Ensuring our Paramedics and EMTs; administering certification renewals for Paramedics and EMTs through development and participation in training opportunities.
- Prepare and present periodic and special reports on EMS issues, maintain records of all EMS activities, including but not limited to EMS trip reports, training records, inspection records, daily logs, and equipment maintenance reports, integrated with Image Trend program or currently used software.
- Facilitate, participate in, and develop processes for a transparent and participative budget process to ensure effective communication is used to create an annual budget.
- Work within the operational chain of command to ensure equipment, supplies, training, and other resources needed to effectively and efficiently operate a program that integrates with other administrative and online district operations.
- Develop, implement, and monitor EMS protocols with the district Medical Advisor.
- Working within the chain of command to provide transparent infractions within the EMS system and ensuring that resolution is a culmination of medical direction, our Deputy Chief of Operations and Division Chief of EMS work together to provide clear and effective communication.
- Collaborate with personnel involved in EMS citizen or medical advisor complaints about medical treatment and/or transportation of patients, and prepare applicable reports for personnel on the leadership team.
- Assess, evaluate, and recommend disciplinary action through the chain of command for violations of our Denver Metro Protocols or the District’s EMS Standard Operating Procedures.
- Represent the District’s interests on a variety of committees.
- Administer the annual licensing of medic units through the State.
- Investigate EMS-related citizen or Medical Advisor complaints concerning medical treatment and/or transportation of patients and prepare related reports for management.
- Work independently in the absence of supervision.
- Perform other duties as assigned by the Deputy Chief of Operations or Fire Chief.

Minimum Experience/Qualifications:
- For each certification or licensure held, complete the minimum requirements established by: *The Colorado State Certification Program and the International Fire Service Accreditation Congress (“IFSAC”), which consist of meeting NFPA standards for each level of certification held; *The National Registry of Emergency Medical Technicians or Colorado Department of Public Health and Environment.
- The Job Performance Requirements (“JPRs”) for each level of certification held, including but not limited to Fire, Hazmat, EMS, or any other mandatory training established by organizational standards, shall be completed within the compulsory three-year period or as required, before renewal of applicable State certification.
- Possess an Associate’s degree in a related field from an accredited institution.
Exceptions may be considered for applicants who do not hold a qualifying degree but can demonstrate equivalent education, training, and professional experience that directly relates to the duties of this role.
- Possess and maintain a valid CPR certification.
- Possess a National Registry of Emergency Medical Technicians Paramedic Certification.
- Possess a valid Colorado Department of Public Health and Environment Paramedic Certification.
- Possess and maintain a valid Pediatric Advanced Life Support (“PALS”) certification.
- Possess and maintain an Advanced Cardiac Life Support (“ACLS”) certification.
- Possess and maintain a valid CAPO certification – or obtain within one (1) year of hire date.
- Possess and maintain an ICS 400 – or obtain within one (1) year of hire date.
- Minimum experience of two (2) years as a Fire Lieutenant, SAM Lieutenant, or Administrative Lieutenant related experience.
- Proficiency in utilizing software and computer equipment relevant to the position.
- Maintain a valid Colorado driver's license and a safe driving record throughout employment.
Preferred Qualifications:
- Bachelor’s degree or higher level of education in a related field from an accredited institution
- Possess and maintain a Fire Officer 1 through (“IFSAC”).
- Possess and maintain a Fire Instructor 1 through (“IFSAC”)
- Possess and maintain a Haz-Mat Operations through (“IFSAC”)
Working Environment/Physical Requirements:
This position requires work in a variety of locations and conditions, including, but not limited to, Administration Office, Training, Fire Stations, other similar work areas, and emergency scenes of every type.
A substantial portion of this position will involve sedentary, administrative work in an office environment; however, in emergency situations, the Division Chief of EMS may be required to perform the duties of a Firefighter/Paramedic.
Strenuous physical activity under extreme adverse conditions will be required periodically.
Must possess the ability to lift at least sixty (60) pounds occasionally/frequently.
This position requires standing, walking, stooping/bending, lifting, crawling, jumping, sliding, climbing, and repetitive motion.
Will be required to work in all weather conditions and in extreme temperatures below twenty degrees (20°) Fahrenheit and possibly more than one hundred degrees (100°) Fahrenheit.
Work may be performed under hazardous and adverse conditions, including but not limited to slippery and uneven surfaces, proximity to moving mechanical equipment, burning structures, broken glass or other materials, electrical currents, high places, and confined spaces.
Work may result in exposure to smoke, gases, chemicals, fumes, odors, mists, and dust, which can affect the respiratory system or skin.
Work may result in exposure to individuals or blood-carrying infectious diseases or illnesses, such as Hepatitis A, B, or C, HIV, tuberculosis, smallpox, etc.
Work may result in exposure to high noise levels requiring hearing protection.
This position demands frequent use of sensory activities such as talking, seeing, hearing, smelling, identifying objects by touch, depth perception, and color vision.
This position will involve periods of high physical, mental, and/or emotional stress.
