Duties and Responsibilities:
1. Oversees analysis and evaluation of IT staffing necessities to fulfill business requirements including directing the evaluation of make vs. buy decisions. This may be related to outsourcing vs. in-house provisioning decisions.

2. Identifies and develops strategic partnerships with key IT suppliers, licenses and contracts, vendors and consultant organizations.

3. S/he is responsible for all IT budgetary items within the agency and must provide detailed information regarding assets and depreciation value of such assets.

4. Manages all IT related leases, contracts, licenses, maintenance agreements and ensure that any/all licenses are kept in compliance.

5. Develops or assists in the development of IT policies and procedures on a basis for ensuring consistency in standards and leveraging common systems.

6. Protects the company and its operations against IT risks, including unauthorized access to information, data integrity problems, loss of processing capability, and poor service levels.

7. Analyze business needs presented by users and recommend technical solutions with completion timeline.

8. Maintain organization’s effectiveness and efficiency by defining, delivering, and supporting strategic plans.

9. Direct research in emerging technology by studying organization goals, strategies, practices, and user projects.

10. Preserve assets by implementing disaster recovery, backup procedures, information security and control structures.

11. Recommend, lead and develop information technology strategies, policies, and procedures by evaluating organization outcomes, identifying problems, and anticipating organizational requirements.

12. Accomplish financial objectives by forecasting requirements, preparing an annual budget, scheduling expenditures, analyzing variances, and initiating correct action.

13. Directs and prioritizes the workload of direct reports.

14. Monitor/Maintain network traffic, usage and performance and ensure appropriate corrective actions are taken when needed.

15. Ensure that all aspects of agency network; Camera Network, Network Switches, VLANs, VPN Tunnels, Firmware upgrades and Wi-Fi are kept up-to-date and properly maintained and secured on a 24x7 basis.

16. Secures network resources from inappropriate access (file system, email groups, printer access, etc.) Ensures that all staff comply with IT Security policies and procedures.

17. Installs, configures, and maintains Active Directory infrastructure, Group Policy Management, File servers, Phone Systems and any/all related equipment including any software applications used within agency.

18. Manage and secure all portable devices and systems with current encryption software that meet or exceed HIPAA compliant regulations. (Cell phones, Laptops and PCs)

19. Analyze the current network structure and submit quarterly comprehensive reports to executive team on how to make the network more efficient.

20. Engage in regular network troubleshooting activities and help resolve network connectivity issues. Develop methods and tools to be used to test and implement new LAN/WAN equipment.

21. Works collaboratively with the Vice President of Education in the development of the Learning Center Technology budget.

22. Maintain current and accurate documentation. Ensuring that networking infrastructure, VLAN Switch configuration, IP address reservations, Firewall updates/configuration changes, problem reporting and resolution via Manage Engine Resolution/Help Desk modules are kept up to date.

23. Review all network infrastructure diagrams for all sites; Group Homes, Schools, etc. Create or assign the Network Administrator the task of creating new diagrams when necessary.

24. Provides adequate instruction and training for employees on operating systems, Office 365 applications (SharePoint, OneDrive, email, word, excel, etc.) and other software applications used within the agency; assist users in maximizing use of network and computing systems.

25. Demonstrate the ability to cooperate and work effectively with others; includes personal courtesy, tactfulness and considerate of others.

26. Review current staff progress with assigned modules within current IT Training platform.

27. Demonstrate the willingness and desire to learn new areas of technology. Stays abreast of technology by attending seminars, classes, reading online publications or other trade publications.

Education, Experience and Other Qualifications:
Bachelor’s Degree in Information Technology with two years of management experience or two-year technical degree with equivalent experience in a mid-size organization. Minimum of 10 years’ experience within Information Technology in a small/mid-sized organization. Working knowledge of Windows based PC’s, Servers, Fortinet firewalls, Site-to-Site VPN tunnels, HP/Cisco Switches, VLANs, HP MSA-2050 SAN, VMware ESXI 6.5 and Hyper-V. Microsoft Certification desirable (not required). Network Design and implementation knowledge is required. Valid CT driver’s license and excellent driving record are requisite to allow the use of agency vehicles during on-site support. Experience with IT Support Ticketing/Asset management system, product procurement and ITIL processes. Advanced knowledge of network print servers, Unifi Access Points, Active Directory, DHCP, DNS, Group Policy and file sharing.

Ability to diagnose and rectify a wide range of computer hardware and software problems and to provide advanced technical assistance and comprehensive problem resolution to department and other end users. Ability to relate appropriately to staff at all levels, under varying conditions, and communicates technical information to non-technical personnel.
