JOB SUMMARY
The Site Acquisition Manager I (SAM I) is responsible for all entitlement requirements of the telecommunications equipment deployment for the assigned job/sites and is the recognized leader and decision maker on all issues falling under the entitlement and pre-construction scopes of work. The SAM I provides support, forecasting, quality control for a project s site development activities. This position contributes to the site acquisition team s timely execution of real estate, design, zoning, permitting and compliance activities. It is intended that the SAM I will support the SAM II & SAM III team with site acquisition tasks, and Service Provider oversight during the completion of any and all assigned tasks. It is also intended that the SAM I will learn and eventually be able to work more complicated tasks/sites.
JOB RESPONSIBILITIES
" Responsible for forecasting and delivering on forecasted dates within the applicable database of record.
" Lead weekly deployment calls with Service Providers and site acquisition teams to solidify and report on- site Status, issue Owner, Action required and Timeframe for issue resolution.
" Report directly to Customer representative and/or Ericsson Customer Project Management detail on every site in deployment plan- site Status, issue Owner, the Action required and the Timeframe for resolution.
" Responsible for ensuring deliverables are attained within the forecasted timeframe for all Site Acquisition activities on projects, including but not limited to:
o Determining entitlement requirements based on the Customer requirement including- Scoping & due diligence, supporting, RF design, lease/license file reviews, zoning/permitting determinations, and/or potential regulatory or environmental limitations.
o Coordinate & schedule site design visits and technical team visits with various functions as required. Confirm proposed A&E solution with Construction Manager and Customer representative as required.
o Interface with Customer Project Team as well as Customer Legal, & Regulatory functions as required.
o Facilitate and oversee Leasing or Landlord Consent Activities, including:
Preparing MLA collocation applications.
Facilitating the negotiation of Lease/License Agreements or Amendments.
Obtaining Landlord Consent and/or Notification.
Validating utility and access easements.
Identify access requirements including Entry & Testing Agreements as necessary.
o Facilitate and oversee Zoning & Permitting Activities, including:
Preparing applications and materials.
Scheduling meetings with jurisdictional staff as needed.
Ensuring application is on schedules of applicable jurisdictional planning commissions. and/or councils.
Processing of fees.
Obtaining final jurisdictional approval.
o Review and assist in the preparation of Civil Scope of Work.
o Assist in developing alternative solutions that improve project schedule.
o Manage A&E firms to produce applicable deliverables including reviewing and obtaining Customer. and Construction team approval of those deliverables including:
Lease exhibits
Zoning Drawings
Construction drawings- preliminary through Stamped & Sealed.
o Evaluate engineering deliverables, including:
Structural analysis
Antenna mount analysis
Modification designs
o Obtain regulatory approvals (NEPA, SHPO, Phase 1, etc.)
o Identify and manage all work required to complete and acquire NTP for the Customer.
o Support NTP handoff to construction & provide support during build phase of project.
o Upload or otherwise maintain all necessary deliverables into the applicable database of record for the project.
o Hand-off a clean, defect-free and workable Site Action Review Form to construction.
o Resolve quality audits discrepancies as they are discovered
" Resource & Project Management
o End-to-End Support of Ericsson s Site Acquisition Service Providers and any other disciplines that interface with the Site Acquisition group, including RF, Construction, Implementation & Transport.
o Identify out of scope activities, obtain proposals & cost for those activities, & obtain approval to proceed.
o Identify project risk & communicate mitigation tactics to Project Manager & Customer.
o Assess Service Providers performance and continuously seek ways to improve.
o Prepare regular daily/weekly/monthly progress reports.
o Drive & support Service Providers to meet project timelines.
o Enforce agreed upon schedules.
o Direct coordination and progress meetings.
o Maintain records of all Site Acquisition documentation and data in applicable database of record, as well as any uploads required in Customer databases.
o Resolve & troubleshoot problems encountered by the Service Providers.
o Ensure that contract requirements, specifications, quality, and milestones are fulfilled.
o Maintain a good working relationship with the Customers representatives, Municipalities & Tower. Companies and all disciplines involved in the project.
o Utilize all skills to maintain the forecasted project profit margin.
