Closeout Lead

Position Summary: Tidal Basin has an opportunity for a Closeout Lead to join our team. This position will assist in one or more programs that provide temporary housing and temporary or permanent repairs to damaged homes in the recovery from Hurricane Ian. Duties / Responsibilities Include, But Are Not Limited To

• Provides direct oversight for a group of Closeout Specialists participating in the daily administration of the Public Assistance Closeout process.
• Serves as a subject matter expert in Public Assistance.
• Provides technical assistance to Public Assistance (PA) applicants and the Closeout section.
• Provides support and supervision of the day-to-day activities of the Closeout staff.
• Ensures applicants' processes are documented and in compliance with all Federal and State regulations governing disaster grant programs.
• Advises the Section Chief and/or upper management on all situations as needed.
• Provides management with accurate and timely status reports.
• Assists other Closeout Section staff in establishing a clear baseline of work efforts within each area of responsibilities.
• Directly supervises the scheduling, maintenance, and training of the Closeout Section staff.
• Reviewing a case file’s costs and supporting documentation against the corresponding grant’s scope of work (SOW)
• Reviewing the reconciliation of estimated costs with actual costs of the completed, approved grant SOW.
• Advising Closeout Team on details of contracts, invoices, payment logs, timesheets, purchase orders, procurement, and other documentation to help resolve situations when actual costs do not clearly align with the completed approved grant SOW.
• Monitoring processes that assure federal post-award grant compliance requirements are being met by state agencies and local jurisdictions on issues such as contract procurement; environmental and historic preservation; adjustments based on insurance requirements; and adjustments based on SOW changes.

Required Education And Experience

• A bachelor’s degree.
• At least six (6) years of full-time work experience post undergraduate degree completion.
• Solid understanding of finance and accounting principles with the ability to document/consolidate data from detailed source documentation (timesheets, equipment records, invoices, etc.).
• Strong proficiency in Microsoft Word and Excel.
• Prior experience managing financial closeout duties related. (Preferred)
• Financial auditing experience related to government funding, non-profit grant management, and/or general business operations. (Preferred)
• Business, financial, and/or government consulting experience. (Preferred)
