Overview
The Capital Finance Manager is responsible for identifying and appropriating grant funding sources for Airport utilization. This includes carrying out the administration and management duties of the grant process, providing training in these areas, and serving as a subject-matter expert for all grant-related activities.
Responsibilities
ESSENTIAL FUNCTIONS
- Applies for and monitors Airport grants and coordinates project work with stakeholders.
- Analyzes project funding needs and tracks the cash flow status of all capital projects. Required to perform budget analyses and award modifications. Responsible for providing a comprehensive monthly report that tracks the availability of funding sources and expenditures for all capital projects.
- Responsible to identify all possible funding sources for capital projects. Provides guidance on contractual, legal, and financial issues related to the Federal AIP grants process.
- Tracks financial performance of all capital projects and is responsible to update and/or complete all required federal and state reporting documents.
- Serve as liaison between funding agencies, Senior Management, Departments that receive grant funds, and agencies that provide support services (e.g., legal, finance, purchasing) in order to ensure compliance in accordance with Airport procedures, grant agreement terms, and agency requirements.
- Develop contract with the FAA and State to help ensure both entitlement and discretionary funding for airport projects. Coordinate the potential combination of funding sources for particular projects.
- Process and prioritize all projects funding request from airport staff and stakeholders.
Qualifications
QUALIFICATIONS
- Bachelor’s degree in aviation, Accounting, Finance or related field.
- Five (5) years related Airport work experience with Federal, State grants and PFCs in excess of six million dollars per year.
- Or equivalent combination of education and experience.
- CPA desirable but not required.
