The Executive Administrator serves as chief administrative officer for the Superior Court of Pennsylvania and is directly responsible to the President Judge of the Superior Court for the performance of all administrative assignments necessary for the efficient operations of the court.
Tasks involved with this position include analyzing administrative operations, conducting independent research, preparing detailed reports of findings and recommendations, and performing various liaison duties. Assignments are carried out with considerable initiative and independence but at the direction of the President Judge. The employee provides administrative and managerial support in the development and implementation of programs, policies, and strategies for maintaining and improving the administration of the court. Specific managerial responsibilities include the supervision of assigned staff, regulating the internal management of the court, budget preparation, expenditure control, financial accounting, and procurement and facilities management.

Typical Duties
- Responds to inquiries from judges, chambers staff and the administrative offices.
- Manages all Superior Court administrative matters and programs.
- Supervises staff involved in personnel administration, central legal staff, information technology and judicial protection.
- Supervises fiscal support staff, prepares budget, audit, and fiscal reports, and oversees purchase requisitions and voucher transmittals.
- Oversees the Superior Court Prothonotary and Reporters Offices to ensure efficient operation of the filing offices and reviews monthly and annual reports submitted to the Court.
- Oversees the training of management in the administrative offices.
- Serves as the liaison between the Court and departments of the Administrative Office of Pennsylvania Courts (AOPC) regarding IT, personnel, budget, leases/contracts, and accounting.
- Collects, interprets, analyzes, and summarizes information to be used as a basis of action by the President Judge.
- Assists the President Judge in the management of Judiciary programs and maintains accurate records of all pending projects.
- Manages all Superior Court leased space including statewide judicial chambers and the administrative offices located in each of the court’s three districts. Assists in the preparation of requests for lease proposals, the negotiation of contracts with vendors and procures equipment, services, and supplies.
- Conducts investigations of complaints filed under the UJS Non-Discrimination Policy.
- Communicates with Executive Administrators of the Supreme and Commonwealth Courts regarding areas of common interest in the respective operations of the appellate courts.
- Supervises the scheduling and coordination of all Superior Court argument sessions.
- Regularly travels to the court’s three district offices located in Pittsburgh, Harrisburg, and Philadelphia.
Minimum Qualifications
- Graduation from an ABA-approved school of law.
- Admission and in good standing, to the Bar of the Supreme Court of Pennsylvania.
- 10 years of progressively responsible management experience with governmental or court administration preferred.
- Excellent verbal and written communication skills, organizational skills, and the ability to meet deadlines.

- Knowledge of court unit organization and functions; court programs and problems; and non-judiciary problem-solving resources.
- Ability to analyze a variety of administrative, operational, fiscal, and social problems, recommend solutions and prepare working procedures.
- Ability to communicate effectively, orally and in writing.
- Ability to maintain harmonious and effective working relationships with Judiciary personnel, other appellate courts and judiciary departments.
- Satisfactory criminal background check required.
