    This vacancy announcement is open to current or former federal employees and / or federal judiciary (AO or U.S. Courts) nationwide. This position allows for recurring and situational telework but does not qualify for full-time or remote telework.

    Duties

    The Department of Administrative Services, Acquisition Management Office (AMO) is seeking a dynamic and experienced Supervisory Procurement Analyst to serve as the Acquisition Policy & Training Division Chief. AMO provides acquisition program management and oversight, policy guidance and support, and conducts procurement activities on behalf of the Administrative Office of the U.S. Courts (AO) and federal Judiciary organizations nationwide.

    The incumbent will supervise a staff of professional procurement analysts who execute the Judiciary's acquisition program and ensure its compliance with federal procurement policies and statutes. The incumbent has signatory authority for contracts, interagency agreements, grants, memoranda of understanding, and other legal instruments. This position reports directly to the AMO Deputy Chief.

    The duties of this position include, but are not limited to :

  • Providing advisory and procurement services to the AO and federal court units.
  • Providing leadership, management, and oversight for a diverse, professional staff spread across two policy branches.
  • Providing essential contract management policy guidance and ensuring procurement activities adhere to laws, regulations, and policies governing the federal Judiciary.
  • Overseeing the Acquisition Policy & Training Division's daily operational activities and making recommendations on administration, organizational structure, personnel matters, and budget and staffing resource needs and distribution.
  • Participating and serving as the Deputy Office Chief's designee in meetings, working groups, advisory councils, and other governance bodies.
  • Creating and presenting briefings, acquisition updates, and regular status reports to the Procurement Executive and other senior officials.
  • Conducting assessments of acquisition programs and contracting vehicles.
  • Staying informed of current, pending, and new legislation relevant to federal procurement and ensuring the Judiciary's policies and procedures are current and in compliance.
  • Advising on the revision or development of new acquisition policies in response to program strategy changes or other internal or external drivers.
  • Maintaining and updating the Guide to Judiciary Policy (Vol. 14) and other procurement policies and manuals.
  • Overseeing the AO's contracting officer and contracting officer's representative certification programs.
  • Providing best-in-class customer service in procurement policy administration and acquisition-related services.
  • Supporting the development, implementation, and maintenance of internal controls for contracting and Government Purchase Card Programs.
  • Providing procurement policy advice and support, including review of special procurement delegation requests.
  • Overseeing the provision of periodic procurement training to Judiciary procurement personnel.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experiencewhich is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below :

  • Knowledge of government contracting, including operations techniques, and procurement policies and regulations.
  • Experience providing leadership, direction, and guidance in acquisition policy development and planning, contract formation and management, and federal contracting certifications.
  • Applicants with the following certifications are highly desirable :

  • Federal Acquisition Certification in Contracting FAC-C (Professional) Certificate
  • Certified Professional Contract Manager (CPCM)
  • Certified Federal Contract Manager (CFCM)
  • Certification : Applicants' Federal Acquisition Certification-Contracting (FAC-C) Professional is desired, and applicants who completed all training and experience requirements to achieve FAC-C Level III prior to January 31, 2023, or Department of Defense Acquisition Workforce Improvement Act (DAWIA) certification Level III will be most competitive for this position. Applicants not certified may still apply and be selected but must achieve certification within 24 months of appointment.     Education

    In addition to meeting the specialized experience described above, applicants must meet the following educational requirements to be placed in this job series at this level.

    Basic Requirement : A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields : accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
