This opportunity is a unique role, embedded within the Office of Administrative Services for Independent Agencies (OASIA) and dedicated to providing human resource services to Bridges of Colorado, one of OASIA's partner agencies. Bridges of Colorado is a rapidly growing, first-of-its -kind program that is transforming lives and systems at the intersection of behavioral health and criminal justice. This role will work closely with both OASIA and Bridges of Colorado teams. 

 

About OASIA: The Office of Administrative Services for Independent Agencies (OASIA) was established under SB23-228 to bring essential, innovative administrative support to Colorado’s independent agencies. OASIA provides high-impact services in budgeting, accounting, payroll, procurement, and IT, empowering the agencies it serves to focus on their public service missions. Currently OASIA serves and supports the following agencies: Child Protection Ombudsman Office, Colorado Office of the Child’s Representative, Office of Respondent Parents’ Counsel, Colorado Commission on Judicial Discipline, Colorado Office of Public Guardianship, Bridges of Colorado, Office of the Alternate Defense Counsel, and the Independent Ethics Commission.


About the Role: As the Human Resources Specialist for Bridges of Colorado, you will be a driving force behind transition of existing and implementation of independent human resources and administrative processes. Reporting directly to the OASIA Executive Director, you will take ownership of payroll, leave and benefits administration, and related Human Resources processes. You’ll work within the OASIA team and collaboratively with Bridges of Colorado to implement best practices and explore opportunities for process improvement.


In this position, you’ll act as both an expert and developer, setting standards and ensuring OASIA and Bridges of Colorado administrative and human resource processes are effective, compliant, and aligned with both agency’s broader goals. You will also play a central role in building a collaborative, high-performance culture within two new teams. 


Key Responsibilities:

  • Support Employee Experience: facilitate and identify opportunities for improvement in recruitment, onboarding, benefits, personnel documentation management, and timekeeping and leave management.
  • Maintain Expert Knowledge: participate in trainings to enhance knowledge and understanding related to interpretation and application of personnel rules, human resource laws, and individual circumstances.
  • Problem-Solving: assist in oversight and maintenance of OASIA’s HRIS system, including support of payroll processes as required through applicable systems, collaborating with internal and external stakeholders to resolve challenges.


Ideal Candidate Profile: You are a proactive human resources specialist with a passion for public service. You are ready to roll up your sleeves and make a difference from day one. You’ll excel in this role if you are:

  • An Experienced Human Resources Administrator: You have a Bachelor’s degree and working knowledge of human resources administration, ideally within a public sector or government setting. Directly relevant experience may be substituted for educational requirements.
  • A Collaborative Team Member: You are motivated by teamwork and collaborative problem-solving, championing solutions and ensuring strong communication throughout.
  • People-Focused: You recognize the impact of human resources processes on the employee experience and seek to provide exceptional service accordingly.
  • Familiar with State Payroll and Personnel Systems: Familiarity with Colorado’s state payroll system (UKG) and related personnel systems (CPPS) preferred.

Reports to: This position reports to the Executive Director of the Office of Administrative Services for Independent Agencies.

 

Location and work hours: This is a full-time hybrid position. OASIA’s office is located in the Ralph L. Carr Judicial Center in Denver, Colorado. Occasional travel within the State of Colorado may be required. Occasional work outside of standard business hours may be required.


Statement of Duties: The Administrative and Human Resources Specialist is a key member of the OASIA leadership team, reporting to the Executive Director. This position is responsible for the management of OASIA’s personnel functions, including processing of and troubleshooting issues related to payroll processing, personnel action processing, and leave and benefits, ensuring adherence to applicable policies and procedures.

 

This position supports the OASIA Executive Director and Bridges of Colorado team in designing or improving existing processes related to payroll, leave, and benefits processing. This position will assist in provision of guidance and consultation on processing of employee leave and other situations, and assistance with general personnel matters, including onboarding and offboarding support as needed.


Essential Functions: 

  • Reviews, interprets, and advises on federal, state, and local employment regulations, including but not limited to FMLA, Fair Labor Standards, Workers’ Compensation, and the ADA. Initiates changes to policy to ensure compliance;
  • Liaises with Judicial Department Human Resources and HR representatives within Independent Agencies, in addition to third party supports, maintaining strong working relationships;
  • Facilitates recruitment, onboarding, benefits, personnel documentation management, and timekeeping and leave management. Explains family leave, medical leave, disability, and workers’ compensation to personnel. Participates in Human Resources trainings;
  • In coordination with third party legal and HR supports, provides advice and management consultation to Independent Agencies regarding human resources issues requiring the interpretation and application of personnel rules, human resource laws, and individual circumstances;
  • Participate in creating and implementing specialized human resources projects as needed, including but not limited to EEO, HRIS, Database Administration, Employee Relations, Training, Performance Appraisals, Investigations, and Compensation Analysis;
  • Responds to EEOC complaints, assists in investigations into claims of discrimination and harassment, makes formal recommendations. Assists in resolution of employee disputes;
  • Leads oversight and maintenance of OASIA’s HRIS system, including support of payroll processing as required through OASIA’s system or through the Judicial Department’s system;
  • Attends meetings and trainings as required;
  • Performs other duties as assigned.


Required Competencies: The successful candidate will have strong interpersonal skills, the ability to interact professionally with a wide variety of stakeholders, knowledge of human resources best practices, and strong organizational capabilities. The ability to handle multiple priorities and the capacity to work both independently and in a team setting is essential for success in this position.

 

Preferred Qualifications: Familiarity with state government operating systems (existing payroll and personnel systems) strongly preferred.

 

Minimum Qualifications: Graduation from an accredited college or university with a bachelor’s degree and three years of experience in human resources, benefits, and/or organizational  development. At least 5 years of relevant work experience may be substituted for educational requirements.
