Summary
The Director of IT will provide technology vision and leadership in the development, implementation and maintenance of the company’s Healthcare Information Technology (IT) program. The Director of IT will lead the company in planning and implementing information systems to support both distributed and centralized healthcare and business operations and achieve more effective and cost beneficial enterprise-wide IT operations.
Responsibilities
· Oversees the back-office computer operations of the Company’s management information system, including local area networks and wide area networks.
· Oversees the linkage between external technology systems (e.g. vendors and other health care organizations) and the company's IT resources; including systems for electronic data exchange.
· Designs, implements, and evaluates the systems that support end users in the productive use of computer hardware and software. Oversees and evaluates system security and back up procedures.
· Approves, coordinates and controls all projects related to selection, acquisition, development and installation of major information systems for company. Provides advice on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems.
· Reviews all hardware and software acquisition and maintenance contracts, soliciting involvement and participation of other management team members as appropriate. Develops and monitors the approved annual operating and capital budgets for information and technology
systems.
· Ensures that all information systems and networks operate according to internal standards, external accrediting agency standards, regulatory agencies and legal requirements, including HIPAA and HITECH.
· Ensures that data systems are capable of provisioning all patient data and statistics as required by federal, state and local agencies.
· Develops and supervises staff resource to provide routine technical (help desk) services to support day-to-day operations and the timely resolution of any system failures.
· Develops and implements information security policies, procedures and standards for the organization based on industry regulations, HIPAA and Payment Card Industry Data Security Standard (PCI DSS) security frameworks and applicable best practices.
· Initiates, facilitates and promotes activities to create information security awareness; collaborates to improve communication and management of information security infrastructure by providing education and security awareness training to employees and third parties to
ensure proper information security clearance is in accordance with policies, procedures and standards.
· Performs information security risk assessments and serves as an internal auditor for security issues. Drives improvements to IT response and crisis management processes.
· Communicates IT plans, policies and technology trends throughout the organization, including management groups and professional staff.
· Develops implements and maintains comprehensive user training programs. Provides directly or arranges new user training and advanced training for existing users.
· Supervises the maintenance (updating) of user documentation and on-line help facilities.
· Serves as a member of the Company Compliance Committee.
· Performs other duties as assigned by senior executives.
Qualifications
· Requires minimum of 7-10 years of experience with increasing responsibilities for management and support of information technology in a Healthcare setting with previous security and/or compliance leadership experience.
· Requires a bachelor's degree in Computer Science, Business Administration or a related field or equivalent experience.
· A CISA (Certified Information Systems Auditor) or CISSP (Certified Information Security Professional) or CRISC (Certified Risk and Information Systems Control) certification is preferred.
· Knowledge of ISO 27001/27002, PCI DSS and HIPAA
· Experience should also include exposure to both shared and outsourced solutions, as well as support of in-house information and communication systems in a multi-site, client-server environment.
· Specific experience with clinical management, electronic medical records and financial management information.
· The ideal candidate will have experience with:
· Server, desktop and notebook computer hardware and operating systems (Windows and Unix/Linux.)
· Mobile devices (smart phones and tablets.)
· Local and wide area network design, implementation, and operation.
· Enterprise database servers and application software.
· Systems design and development process, including requirements analysis, feasibility studies, software design, programming, pilot testing, installation, evaluation and operational management.
