Requirements
The resource will be responsible for operational duties; gathering; analyzing and documenting stakeholders, technical and functional requirements; assisting with the administration of the Department’s Microsoft .NET development platform services and shall perform, at a minimum, the tasks and/or activities described below:
- Work with the Department’s Contract Manager to serve as the primary point of contact to ensure that start-up activities are completed within fourteen (14) days prior to the performance of services. Start-up activities include Department’s fingerprint background check and online information security training security requirements;
- Work with all stakeholders to identify system needs and gather business and functional requirements;
- Analyze stakeholder requirements to determine the work effort needed to enhance, modify, or create an application and the related impact on other applications/system areas;
- Translate stakeholder requirements into technical and functional specifications for approval, development, testing and code review purposes;
- Develop proof of concepts, mockups and other documents for task and/or activity.
- Write, debug, and maintain code to ensure application functionality, integrate hardware and software components;
- Prepare and complete stakeholder requests for the creation, modification or enhancement of new or existing applications/ systems;
- Conduct unit, system, and regression testing;
- Assist, troubleshoot, and validate application deployments as assigned by the Department’s Contract Manager;
- Research and evaluate options to help identify ways to improve efficiency, increase security and reduce system issues, errors or data anomalies;
- Write and maintain infrastructure documentation (specifications, process flow, etc.) as assigned by the Contract Manager;
- Assist with troubleshooting and resolving system issues and help desk;
- Provide application knowledge, mentoring and guidance to Department staff in software development and related issues as assigned by the Department’s Contract Manager;
- Provide .Net training and mentoring to the Department’s staff;
- Attend and participate in all assigned meetings;
- Attend and complete Department-required training;
- On a weekly basis, complete a Status Report that includes specific tasks handled by both the Project Manager and Project Team(s), and complete a Project Timesheet.
- 3 years’ experience as a technical team lead for database-driven application development projects
- 3 years’ experience with coaching/mentoring other developers with Microsoft technologies
- 3 years’ experience with development of database driven web applications
- 2 years’ experience with development of database driven applications in Microsoft C# .NET environment
- Experience with SQL Server
- Experience with Oracle
- 3 years’ experience with object-oriented development techniques
- Experience with 3-tiered logical/physical architected applications
- Knowledge of data privacy and protection initiatives
- Strong communication and collaborative skills
- Excellent verbal and written communication skills
- Experience with SQL Server Reporting Services
- Experience working on development projects utilizing agile development techniques
- Experience working with stakeholders to gather and document stakeholder requirements
- Experience working with SQL Server Integration Services to support ETL processing
