Advanced Systems Design is seeking a Business Analyst, Advanced for our client located in Tallahassee, FL.
This position is onsite in Tallahassee, FL, and requires in-person availability starting day 1.
Job Overview:
- Serve as a liaison between business units and IT resources to help develop and deliver technical solutions that meet user and business needs. Must be familiar with Agile Project Methodologies.
- Help analyze business operations to understand systems and capabilities and provide expertise to determine opportunities to improve processes and functions. Where appropriate, assist in the business process redesign and documentation.
- Assist with project coordination and documentation responsibilities, including assembling product backlogs, prioritizing and monitoring work, managing scope and requirements traceability, escalating functional, quality, and timeline issues; tracking key project milestones and recommending adjustments to project plans and/or resources based on requirements and performance; providing coordination of the change management process for IT projects.
- Facilitate collection, validation, and documentation of functional and system requirements from business program(s), technical staff, and stakeholders. Perform requirements analysis and create Business Requirements Specifications documentation.
- Support communication and coordination for effective stakeholder management from initial requirements to final implementation. Lead Joint Application Requirements (JAR) sessions with stakeholders, and Joint Application Development (JAD) sessions with the development team.
- Develop and provide reports on IT project status and stability, including coordinating communication about the impact of changes on scope, budget, risks, and resources.
- Assist with Quality Management (Quality Assurance (QA) & Quality Control (QC)), Develop and track test plans. Schedule and conduct User Acceptance Testing (UAT). Create user manual and train the trainers from the user community, and support staff.
- Document rationale for escalating functional, quality, and timeline issues.
- Support the change management process as necessary.
- Assist with compliance with IT projects and activities subject to Florida Administrative Code (F.A.C) 60GG-(1-5).
- Work with agency staff to maintain an understanding of technological trends to help identify solutions and acquire IT vendor support and services as required. May contribute to Buy vs. Build analysis.
- Comply with and enforce all client agency policies, procedures, and security policies.
Business Analysis – Interact with Project Teams and stakeholders to understand the business and help develop solutions that address needs and challenges.
- Support intake, review and evaluation of IT Project Requests.
- Leads the engagement of stakeholders to gather, validate, and document project business and functional requirements.
- Interpret business requirements and break down technical details to simplify them for analysis, communication, and decision-making.
- Support the creation of solutions based on requirements and deliver correct elements of system design, business rules, and other relevant deliverables.
- Create change management proposals based on changes (new, altered, etc.) to the documented specifications.
- Support task management and reporting.
- Help bridge information and knowledge transfer between the business and technology elements of the IT project by asking questions and facilitating collaboration. to understand how well an IT system works and what could be improved.
- Provide business rules subject matter expertise (SME) consultation for development team
Project Management—Participate in oversight and control activities for IT projects to ensure project success and the implementation of effective solutions to meet technology needs.
- Provide knowledge, skills, and abilities to support IT projects, goals and objectives.
- Assist with IT project governance, management and oversight as directed.
- Work with the Project Manager to support the following areas of the Project Life Cycle (PLC):
- Project Scoping – Setting the project size, goals and limitations.
- Project Brief – Developing an outline of general project objectives and plans to achieve objectives; Brief serves as a 'North Star' to guide planning sessions.
- Project Roadmap – Creating high-level overview of Project key deliverables and timeline.
- Project Kickoff Meetings – Planning and facilitating initial session(s) to align project stakeholders; clarify project goals, scope, and share any documents already created.
- Project Schedule/Timeline – Creating the order and duration of events during the PLC; track project progress and recommend adjustments as required to ensure delivery of deliverables on time.
- Task Management – Managing project activities and Project Team’s time by maintaining real-time visibility into team's work to support prioritization and execution of work, including regular meetings to assemble project plans and teamwork assignments, direct and monitor work efforts
- Manage Risks/Issues – Planning for, monitoring and coordinating appropriate responses or escalate actions for items/activities/situations that may adversely impact the project.
- Change Management – overseeing the process for initiating, documenting and evaluating necessary change to the project scope, time or budget.
- Workflow Documentation – Supporting the creation of workflows, process steps, wireframes, etc., required to support the development and documentation of the solution.
- Artifact Management – Creating and maintaining documents, templates, plans, etc. related to the management of the project.
- Communication – Providing timely communication and information about the project including regular status and progress reports, information to stakeholders.
- Project Closure – Managing and archiving project artifacts, including documentation of lessons learned and transfer of project material as a hand-off for maintenance.
- Support compliance of IT projects with 60GG-(1-5) F.A.C.
Required Qualifications:
- Business Analysis experience:
- a. Advanced/Expert professional level role with a minimum of 5 years of relevant technical or business work experience including business systems requirements definition
- b. Works with business programs to align technology solutions with business strategies. Able to develop or demonstrate an informed knowledge of a business area to implement solutions.
- c. Able to support several moderately complex business processes. Works on multiple projects as a project team member, occasionally as a project leader/coordinator. May coach more junior staff.
- Project management experience:
- 3 years of IT work experience, including experience leading or coordinating IT projects.
Preferred Qualifications:
Specific experience with custom (IT) application development projects is preferred.
Education:
- Bachelor’s degree in computer science, Information Systems, Business Administration, or another related field or equivalent work experience.
- Business Analysis and/or Project Management certification or successful completion of a recognized project management curriculum is strongly desired.

Salary : $113,478 - $125,160
