Position: Project Manager
Location: 5900 Capital Gateway Dr., Camp Spring, MD 20746
Duty Hours: Normal duty hours are within the hours of 6:00AM to 5:00PM, local time, Monday through Friday, excluding Government holidays. Contractors are expected to follow the same work schedule as the supported office personnel. Telework and remote work are not permitted under this contract.
Mandatory Qualifications:
The Project Manager shall organize, direct, and coordinate the planning and execution of all activities, review the work of subordinates, including subcontractors, and ensure that the schedule, performance parameters, and reporting responsibilities are met. The Project Manager shall be the single point of contact for the Contracting Officer, and the Contract Office Representative from OCC, and the primary interface with the USCIS Program Manager.
The contractor designated Project Manager position is considered key personnel and must meet the following qualifications:
· Eight (8) years management experience in managing midsized to large contracts, personnel, and resources in a records management environment; and
· Bachelor’s degree or four (4) years additional relevant experience as defined in the bullet above.
Responsibilities:
· The contractor shall provide onsite management and implement appropriate management systems to assure the quality, reliability, accuracy, and timeliness of all services and products provided to USCIS within the scope of this requirement. In addition, the contractor shall keep the COR updated on operational status and plans.
· The contractor shall comply with USCIS policies, procedures, user guides, and regulations in effect during the performance of the contract.
· The contractor shall provide reports required in the Performance Work Statement.
· The contractor shall immediately report suspected fraud, waste, and abuse to the COR and Contracting Officer (CO).
· The contractor shall require contractor personnel to sign nondisclosure statements affirming that they will not disclose data they encounter in the performance of the contract to any unauthorized entity.
· The contractor shall not make any unauthorized disclosures of Personally Identifiable Information (PII).
· The contractor shall maintain accounting of a forty-five (45) day supply of consumables to meet all requirements of the contract. The consumables will be supplied by the Government. The contractor shall provide notice as soon as practicable to the COR of the need for additional consumables to enable timely replenishment. Consumables include such items as envelopes, tape, paper, file folders, date stamps, envelope glue, labels, and other miscellaneous items needed to perform the tasks.
· The contractor shall provide notification to the COR within one (1) hour (measured during normal hours of operation) of Government provided equipment malfunctions or failure. Normal hours of operation are referenced in Section 14 (Hours of Operations).
· The contractor shall obtain the written approval of the COR for work schedules that differ from the normal work schedule one (1) week prior to the commencement of the schedule.
· The contractor shall actively manage its workforce to maintain operational flexibility to perform the requirements of the contract at all times, regardless of variation of the workload.
