What are the responsibilities and job description for the Qualified Behavioral Health Professional)/Direct Care Supervisor position at AEDD?
Summary: Works under the direction and supervisor of the Director for CES Waiver. Provides direct Qualified Behavioral Health Professional services authorized Intellectual Disability services as determined by the Person-Centered Plan of Care (PCSP). Provides Adult Life Skills programming to groups and individuals. Develops and implements Positive Behavior Intervention Plans and assists with Crisis Intervention(s) as needed. Services will be provided to adults challenged with Intellectual Disabilities and/or Behavioral Health concerns.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
- Participates in program activities for those served by the agency.
- Responsible for the timely and accurate submission of necessary documentation for the provision of billing information, service Progress Notes, and other necessary documentation. This duty is performed weekly.
- Ensures that accurate and complete records of those served are maintained as required by regulatory agencies.
- Responsible for attendance at treatment meetings to address the needs of those served or as directed by the primary therapist in coordination with care needs. This duty is performed as needed.
- Responsible for communicating issues and concerns related to person served care to the treatment team members and works in providing the best possible service to person served. This duty is performed daily.
- Responsible for the collection of data and subsequent development of the Positive Behavior Intervention Plan. This will include implementation and tracking of progress on a quarterly basis.
- Provide services as defined in the Plan of Care and contacts needed by individuals and their families to ensure consistency in programming.
- Provides training and support to CSSP DSP Staff to include de-escalation techniques, prevention and management of aggressive behaviors and support techniques that are specific to the behavioral health needs of each beneficiary. This is performed as needed.
- Responsible for communicating issues and concerns related to person served care to the treatment team members and works in providing the best possible service to person served. This duty is performed daily.
- Attends meetings or other related activities as required, coordinates care with internal and external providers. This duty is performed as needed.
- Maintains minimum weekly or revised direct service production goals that are reimbursable.
Supervisory Responsibilities: This position directly supervises a minimum of five CSSP DSP employees. Therefore, the position develops and manages a training curriculum for DSP Staff tailored around PCSP and PBIP Goals. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; supporting employees; addressing complaints and resolving problems.

Education and/or Experience: Preferred: A minimum of two years management experience and/or a Bachelor's Degree in Human Services Field or a related field of study; And at least one year of experience diagnosed as developmentally disabled.
Certificates, Licenses, Registrations: CPR/First Aid, Arkansas Driver's License, Auto Liability Insurance
Language: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, those served, customers, and the public.
Mathematical Skills: Ability to compute basic math functions such as adding and subtracting and to calculate figures and amounts such as discounts and interest.
Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Safety Sensitive Position: Pursuant to the Arkansas Medical Marijuana Amendment, the QBHP of ACS is classified as holding a "safety sensitive position." The amendment states, in relevant part, that safety sensitive positions include positions in which "a lapse of attention could result in injury, illness, or death, including without limitation a position that includes operating, repairing, maintaining, or monitoring of heavy equipment, machinery, aircraft, motorized watercraft, or motor vehicles as part of the job duties," or positions that require any of the following activities: carrying a firearm; performing life-threatening procedures; working with confidential information or documents pertaining to criminal investigations; or working with hazardous or flammable materials, controlled substances, food, or medicine. See Ark. Const. Amend. 98, § 2(25). All Program Managers of ACS must refrain from reporting to work or being subject to duty while their ability to perform job duties is impaired due to the use of alcohol or other drugs. All Program Managers of ACS are prohibited from testing positive for metabolites of substances that are listed in the schedules of the Federal Controlled Substances Act and the Arkansas Uniform Controlled Substances Act, regardless of whether the employee possesses a medical marijuana registry identification card. See id. at § 3(f)(3)(B)(iii). This policy applies during all work hours, whenever conducting business for AEDD.
Any QBHP of CES Waiver who possesses a medical marijuana registry identification card must disclose that fact to the Human Resources Department. Any QBHP of ACS who fails to disclose his or her possession of a registry identification card may be subject to discipline up to and including termination.
