Job Summary
Regulatory professional works in a team environment to support regulatory activities associated with state-regulated utility filings with public utility commissions. These regulatory activities primarily consist of working directly with an assigned witness to execute regulatory strategy, perform analyses, draft testimony, draft rebuttal testimony, coordinate discovery requests, and support the witness in preparation for rate case hearings. In addition, the position supports the coordination, preparation and submittal of annual compliance filings as required by state codes or commission orders.The position requires a highly motivated self-starter with excellent verbal and written communication skills, problem solving and research skills, data analysis, and a desire to learn and grow your knowledge of electric utility regulation in an exciting and dynamic industry with a focus on Distribution. The position will work closely with experienced personnel to develop analytical skills and understanding of electric utility regulatory matters.
The Regulatory organization is a highly visible and unique area of the business and will expose you to an incredibly diverse set of challenges and allow you to build your professional network across the breadth of AEP. This role will also allow the candidate to be a part of the change that helps AEP better serve its customers.
NOTE: This posting is to fill an open position in Distribution support. Individuals with a generation and/or environmental experience will also be considered.
Job Description
ESSENTIAL JOB FUNCTIONS:
Develops direct and rebuttal testimony for distribution with little supervision.
- Research similar filings in prior cases/filings.
- Work with assigned subject matter witness(s) to develop and assemble written testimony (as the point person) to be filed with the applicable public utility commission.
- Influences the strategy of the organizational unit through the testimony development.
- Assemble, evaluate, and incorporate project costs and financial data (such as O&M and capital project costs and details) into the testimony.
Responds to discovery requests and Commission audits.
- Spearheads the discovery answer process by evaluating questions/audit requests.
- Assembles responses based on applicable data.
- Coordinates internal review and incorporates comments in the final work product.
- Enters the final responses in the system of record for filing by the requested deadline.
Conducts witness preparation in contemplation of public hearing.
- Rebuttal testimony as applicable.
- Case review and public hearing training/preparation.
- Review of applicable documentation.
Coordinate, Review, and/or Prepare Annual Compliance Filings
- Understand the requirements for the filing.
- Collaborate with operating company subject matter experts to collect the necessary information and meet the commission’s required filing timelines.
Other tasks as assigned, including:
- Leading minor filings.
- Issues research and presentation.
- Special projects.
Minimum Requirements:
Education/Experience:
Regulatory Consultant Senior:
- Bachelor's degree from an accredited college or university in Accounting, Business, Economics, Engineering, Finance, Geoscience, Mathematics or similar quantitative degree AND 4 years relative field, operations or analytical experience OR
- Associate's degree from an accredited college or university in Accounting, Business, Economics, Engineering, Finance, Geoscience, Mathematics or similar quantitative degree AND 8 years relative field, operations or analytical experience OR
- High School diploma or GED AND 10 years relative field, operations or analytical experience.
Regulatory Consultant Principal:
- Bachelor's degree from an accredited college or university in Accounting, Business, Economics, Engineering, Finance, Geoscience, Mathematics or similar quantitative degree AND 6 years relative field, operations or analytical experience OR
- Associate's degree from an accredited college or university in Accounting, Business, Economics, Engineering, Finance, Geoscience, Mathematics or similar quantitative degree AND 10 years relative field, operations or analytical experience OR
- High School diploma or GED AND 12 years relative field, operations or analytical experience.
Regulatory Consultant Staff:
- Bachelor's degree from an accredited college or university in Accounting, Business, Economics, Engineering, Finance, Geoscience, Mathematics or similar quantitative degree AND 8 years relative field, operations or analytical experience OR
- Associate's degree from an accredited college or university in Accounting, Business, Economics, Engineering, Finance, Geoscience, Mathematics or similar quantitative degree AND 12 years relative field, operations or analytical experience OR
- High School diploma or GED AND 15 years relative field, operations or analytical experience.
Additional Information:
- Master’s degree, in areas of study identified above, is preferred.
- Knowledge of AEP systems, such as Cognos is a plus.
- Ability to work under pressure and adhere to expedited deadlines.
- Proficient oral and written communication skills, including the ability to articulate strategy and provide guidance to management and witnesses on case.
- Must possess analytical problem-solving skills.
- May be required to work mandatory ”on-call” requirements over weekends, holidays, vacations, etc. as necessary to meet regulatory requirements, including filing dates required by the Company or as imposed by an applicable regulatory Commission.
- Occasional travel will be required, such as: to attend hearings, to support witnesses at hearings, to participate in Commission Staff and/or stakeholder meetings/events, to advocate the Company’s position in various federal, regional, or state venues, to attend training, etc.

Regulatory Consultant Senior (Grade 7): $85,081 - $106,354
Regulatory Consultant Principal (Grade 8): $96,110 - $124,941
Regulatory Consultant Staff (Grade 9): $112,869 - $146,730
