Summary:
Responsible for overseeing and optimizing daily operations of APDS’s prevention and treatment programs, including substance abuse, violence prevention, personal development, and mental health services. Ensures compliance with APDS, OMHAS, and ADAMH Board policies while supporting counseling staff and addressing clients' therapeutic needs. The role requires a strategic leader skilled in enhancing workflows, maintaining regulatory standards, and driving exceptional service delivery.

- Provide general supervision of all staff (excluding the CEO), managing employee performance and fostering a high-performance team.
- Oversee direct service delivery, ensuring compliance with OMHAS, ADAMH, Medicaid, and APDS quality assurance guidelines.
- Develop, implement, and review operational policies, HR procedures, and cash/property handling protocols to maintain organizational integrity and audit readiness.
- Manage agency licensure, certification processes, and adherence to federal and local regulations.
- Monitor and evaluate programs bi-monthly to ensure timely achievement of milestones, collecting and maintaining data on enrollment, attendance, progress, and outcomes.
- Coordinate program evaluation, peer reviews, and client file audits to uphold service quality and compliance.
- Lead and supervise administrative staff, front desk activities, and operational support for APDS programs, including SMART 2.0 Summer Day Camp and Urban Gems.
- Collaborate with executive leadership to develop strategies that improve service delivery, operational efficiency, and financial management.
- Schedule and participate in staff meetings, board meetings, and community events, fostering collaboration with stakeholders and community partners.
- Oversee budgeting and resource allocation to maintain fiscal responsibility while supporting high-quality service delivery.
- Develop and implement performance metrics to measure operational efficiency and identify areas for improvement.
- Engage in public relations and marketing efforts, including preparing presentations, organizing media outreach, and maintaining marketing materials.
- Support the CEO in preparing reports, budgets, and quality assurance activities aligned with grant conditions.
- Pursue professional development through workshops, seminars, and relevant learning opportunities.
- Perform additional duties as assigned to support organizational goals.
- Ability to motivate teams, enhance efficiency, and deliver high-quality services.
Other Functions:
Must comply with all agency policies and procedures, including client rights, safety rules and regulations and the agency code of conduct. Requires accurate and timely completion of assignments received and requested deadlines. Attend staff, CQI meetings and in-service programs.
Minimum Qualifications:
Qualifications:
- Bachelor’s degree required, preferably in healthcare or business management.
- Minimum 5 years of management experience, ideally in behavioral health or related fields.
- At least 3 years of leadership experience in a 501(c)(3) nonprofit, including fiscal and strategic planning.
- Expertise in healthcare regulations, compliance, and operational best practices.
- Proven experience managing teams of 10 staff members and working with a board of directors.
- Strong leadership, communication, problem-solving, and organizational skills.
- Demonstrated experience in program development, particularly in substance abuse, mental health, or related social services.
- Skilled in budget creation, fundraising, and administrative oversight.
- Proficient in Microsoft Word, Excel, Outlook, internet navigation, and general computer use.
- Exceptional verbal and written communication abilities, with experience engaging diverse populations professionally.
- Effective multitasking and time management skills, with the ability to work independently and follow through on initiatives.
