Agility is looking for a Contracts Manager to lead and direct the company's contract management function, including counsel on contract policies, procedures, and other business and contractual matters. The manager will also provide advice and recommendations and make sound decisions on business matters that affect the assumption and/or mitigation of contractual, performance, or other risks.
RESPONSIBILITIES:
- Execute and manage contractual commitments (TA’s, NDA’s, Subcontracts and Prime contract negotiations), supporting, communicating, reinforcing, and defending the mission, values, and culture of the organization. Responsibilities included but are not limited to resolving scope issues with project management team; providing contractual business leadership and training to program management; leading business development activities; ensuring timely response to customer and supplier requests and program issues; and conducting meetings with program, customer, and supplier personnel to identify and mitigate or resolve potential problems.
- Establish, develop, and maintain effective business relationships with, and serve as principal contractual point of contact for, government and commercial clients, and closed out contracts, assuring that the government or prime contractor was satisfied with the end product and ensure that all contract deliverables have been provided.
- Provide oversight and management of CPSR-compliant subcontracting and procurement functions and examine subcontractor efforts to ensure contractual compliance prior to final payment and close-out.
- Work with senior management to establish major contract objectives and manage policies for the company, ensuring compliance with FAR and other regulations; serve as the primary POC with corporate legal counsel on contractual and other corporate legal matters, such as compliance program development, OCI and PCI related issues, review and approve all price & cost backup materials; and evaluate all proposals from subcontractors for completeness and adherence to requirements.
- Review all proposals and contract actions processed within the department, prior to signature or negotiation, to ensure that appropriate factors have been considered, review the contractual terms and conditions and ensure that all necessary information has been gathered.
- Play a major role in the proposal pricing process to include formulating strategy, reviewing RFP’s, staffing approaches while ensuring compliance with contract terms and conditions.
QUALIFICATIONS:
- 5 years of experience in GovCon contract administration and proposal planning.
- Effective analytical and summarization skills.
- Strong verbal and written skills are needed to interface with customers and various levels of employees and management.
- Logical approach to problem solving and adept analytical skills.
- NCMA certification preferred.
