General Summary:
Manages all payroll, tax, and budget-related activities within the Office of People & Culture. This includes full-cycle payroll management,n, and tax compliance. The Payroll Manager ensures data accuracy and upholds payroll best practices, providing accurate payroll information for personnel, budget tracking, tax preparation, audits, and employee training. This role collaborates with faculty, staff, students, external tax consultants, and payroll vendors to ensure seamless payroll operations, adhering to federal, state, and local laws as well as college policies.
Essential Job Functions:
- Manages payroll operations, coordinating with external payroll vendors to process payroll and deductions accurately and on schedule, including taxes, garnishments, retirement contributions, and compliance with international tax treaties for student workers.
- Ensures full tax compliance across federal, state, and local levels for all payroll-related activities.
- Collaborates with payroll vendors to complete federal and state tax filings, issue employee forms (W-2, 1042-S), and fulfill mandatory reporting (new hires, DOL statistics).
- Collaborates with the Assistant Director of People and Culture to perform full-cycle payroll processing.
- Maintains employee payroll records in the college database, and is responsible for retention of physical and electronic records.
- Manages critical functions, services, and contract provisions for the time-keeping system (Paycor) and all related time devices.
- Provides all IRS responses, reconciliation, and coordination for international students who work or receive scholarship funds.
- Provides monthly budget updates, financial reporting, and cost-saving suggestions to Accounting and office leadership.
- Trains new managers on accrual management and works with managers of hourly employees on time-keeping system (Paycor); imports data into payroll system; audits and verifies overtime and leaves used.
- Manages leave set up for eligible employees, enters applicable leave plans, and affects monthly leave accruals, processes leaves taken through payroll process and audits for accuracy.
REQUIREMENTS
Education: Bachelor's degree required.
Experience: Minimum of 3 years payroll related experience using payroll software, preferably Paycor.
Knowledge/Skills/Abilities:
- Considerable knowledge of payroll, tax, and accounting practices, deferred compensation, retirement and insurance policies and procedures.
- Ability to communicate effectively with all constituents at all levels.
- Working knowledge of multi-relational databases required;
- In-depth knowledge of payroll, tax, and accounting practices, including deferred compensation, retirement, and insurance policies.
- Strong quantitative, analytical, and organizational skills.
- Highly organized with good digital literacy skills.
- Ability to provide in-person and virtual technical training.
- Demonstrated independence, confidentiality, and ability to manage multiple priorities in a dynamic setting.
Other:
- May occasionally require evening, weekend or irregular hours.
PHYSICAL DEMANDS
Intermittent sitting, standing, stooping, crouching, walking, and occasional moving of light objects. Work is performed in an office.
