This position serves as a Management and Program Analyst in a state office providing oversight and

coordination of a full range of administrative and business management functions in support of the Rural Development mission

  • As assigned, works with an Administrative Officer (AO) on the developing of a strategic vision for annual goals and long-range plans of operations throughout all organizational units.
  • Assists the Deputy State Director / Administrative Officer in analyses of various administrative related data to determine efficiencies, historical trends, and weaknesses.
  • As required, coordinates with other offices on such administrative requirements as information technology
  • management, oversight activities, civil rights data collection, travel arrangements, and other duties as assigned.

  • As directed and consistent with assignment, participates in meetings, teleconferences, and / or committee
  • assignments with other USDA officials, other agencies, etc.

  • Qualifications

    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and / or education, as defined below.

    Time in grade : Current federal employees applying for a promotion opportunity must meet the Time-in-Grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

    For the GS-9 level : Applicants must possess on (1) year of general experience equivalent to at least the GS-07; or its non-Federal equivalent that demonstrates experience assisting with analyzing and evaluating the effectiveness of Branch operations in meeting established goals and objectives; assisting with participating in the analysis of Branch goal achievements using various information systems; Experience in assisting with maintaining spreadsheets, graphs, presentations, etc. of statistical data and related material for explain situations and relationships; Experience in assisting with performing administrative and operational functions within an office; Experience in assisting with coordinating a variety of administrative tasks, including but not limited to information technology management, oversight activities, travel arrangements, time and attendance, purchasing, and preparing written correspondence OR Masters or equivalent graduate degree that demonstrates the knowledge, skills, and abilities necessary to do the work OR 2 full years of progressively higher level graduate education leading to such a degree, or LLB or J.D., if related OR a combination of education as described and specialized experience.
