FIELD STUDIES PROGRAM SPECIALIST.

Duties

• Plans, develops, and conducts the Department of Defense (DoD) Field Studies Program designed to give the international miliary students (IMS) a balanced understanding of American society, institutions, judicial systems, political parties, press and media, diversity of American life, roles of women and minorities, agriculture. public and social welfare, and human rights.
• Plans, manages and executes the Field Studies Program budget based on student load; maintains operational documents to accurately account for and manage expenditures in excess of $200,000.
• Recruits volunteer civilian and military sponsors for IMS and their dependents through contact with unit commanders, civic organizations, community leaders, and news media. Develops, arranges, and participates in annual social functions, graduations, protocol activities, and Field Studies Program tours, taking into consideration IMS training schedules/courses.
• Produces a wide variety of promotional materials or fact sheets that will advance the DoD and DLIELC sponsorship objectives, Develops Field Studies Program lesson plans for conducing various styles and formats of sponsorship events, Designs and creates materials to advertise events, inform the general public, and create program interest.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of directives and procedures governing the Security Assistance 'Training Program (SATP) and the DoD Field Studies Program; ability to competently and independently carry out continuing cultural, educational, and social programs, tours, and activities for International Military Students and their dependents; knowledge and understanding of the individual elements of the DoD Field Studies Program to include methods and processes, the varied needs and cultural differences of the IMS, and the ability the plan and conduct an enhanced variety of activities, tours, and functions to support the program.

EDUCATION: Successful completion of a master's or equivalent graduate degree or two (2) years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., (if related) in a field related to the position being filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position if the computed percentage of the requirements is at least 100%. Only graduate level education more than the first 18 semester hours may be combined with experience. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Knowledge of directives and procedures governing the Security Assistance Training Program (SATP) and the Department of Defense (DoD) Field Studies Program; ability to competently and independently carry out continuing cultural, educational, and social programs, tours, and activities for international military students (IMS) and their dependents.
• Knowledge and understanding of the individual elements of the DoD Field Studies Program to include methods and processes, the varied needs and cultural differences of the IMS, and the ability to plan and conduct and enhance variety of activities, tours, and functions to support the program.
• Knowledge and skill in utilizing standard military protocol guidelines.
• Knowledge and skill in the use of word processing, databases, spreadsheets, and publishing software.
• Skill to analyze program processes and results for effectiveness, cost efficiency, and design and to implement alternate methods to achieve desired public awareness and interaction between U.S. and international students.
• Skill in public speaking to respond to various audiences with diverse backgrounds and language abilities; ability to manage and direct groups of volunteers, international students, and federal employees.
  
  

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
