What are the responsibilities and job description for the Financial Manager, Space Delta 9 position at Air Force Civilian Service?
The United States Space Force (USSF) at Schriever Space Force Base is searching for a Financial Manager for Space Delta 9 (NH-0560-03, GS-12/13 equivalent). Description: Space Delta 9 prepares, presents, and projects assigned and attached forces for the purpose of conducting protect and defend operations and provides national decision authorities with response options to deter and, when necessary, defeat orbital threats. This position serves as a budget analyst for Space Delta 9, performing a wide variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities within the only Orbital Warfare Delta in the U.S.'s newest Service Branch. Ideal Candidate: Ideal candidate will possess knowledge and experience in using budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for an organization within the DoD. Ideal candidate should also have the ability to manage several projects simultaneously, communicate effectively, negotiate complex issues, maintain good working relationships, and present and/or advise on budgetary processes/actions. Key Skills and Abilities: 1. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned accounts. 2. Ability to manage several projects simultaneously, selecting and applying a variety of analytical methods and techniques to analyze and evaluate the effects of changes in budgetary processes, execution, and funding. 3. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budgetary/funding problems. 4. Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations. 5. Knowledge of personnel and personnel systems and functionality, its uses to support the financial management career program and other development opportunities within USSF/SpOC. 6. Ability to communicate effectively, both orally and in writing; negotiate complex issues; present and/or advise on budgetary processes/actions and maintain good working relations. Requirements: 1. Must be a U.S. Citizen. 2. Employee must be able to obtain and maintain a Top-Secret / SCI clearance. 3. Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise. 4. Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year. 5. May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours. 6. PCS funding is authorized. 7. Position is eligible for telework 2-4 days a pay period. 8. Position will close in 5 business days or 75 applications (whichever comes first). 9. Employee needs to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties. 10. Employee is in a designated position that requires consent and thereafter be subject to and successfully complete, an initial, periodic, and random counterintelligence (CI) scope polygraph examination as a condition of employment. 11. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. 12. Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” 13. This is a Financial Management Level (1, 2, or 3) Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. 14. Subject to Temporary Duty Assignment (TDY): 15 days a year.
