The primary purpose of this position is to: Perform technical and administrative team lead duties on a regular and recurring basis for 25% or more of the time over subordinate positions predominantly classifiable in the Information Technology Group, and by identifying, distributing, assigning and balancing workload and tasks amongst employees by skill level, proficiency and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of work assignments. Articulates and communicates to the team, assignments, projects, problemsto be solved, actionable events, milestones, and/or program issues under review and establishes deadlines and time frames for completion of assigned work. Monitors and reports on the status and progressof work, checkingon work, checkingon work in progress and reviewing completedwork to see that instructions and work priorities, methods, deadlines and quality expectations assigned to employees have been met. Ensures the organization's strategic plan, mission, vision and values are communicated to subordinates and integrated into the assignments, strategies, goals, objectives, work plans and work products and services. Reports to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes, and individuals to inform the supervisor of performance management issues/problems and to recommend/request related actions such as, reassignments, promotions, tours of duty changes, peer reviews and performance appraisals. Knowledge of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of the system. -Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions. -Knowledge of operating systems associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of servers. -Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. -Ability to supervise employees using knowledge of personnel management regulations and procedures required to hire, train, and appraise employee and ability to communicate orally and in writing. -Knowledge of methods of supervision to hold others accountable for measurable high-quality, timely, and cost-effective results.
