The primary purpose of this position is to serve as a Human Resources Liaison (HRL) project lead/manager responsible for conducting organizational and HR process related studies and analysis of organizations, functions, and work processes to improve mission effectiveness, resource allocation and efficiency, functions, work processes and provide management consultant capabilities to improve matters of mission effectiveness, resource efficiency and resource savings. Project lead/manager duties will cross utilize other functional areas involving other staff as dictated by the size and scope of the project/study. Provides management consultant services on civilian personnel functions, civilian position management, recruiting techniques, classification, pay, etc. for assigned organizations; reviews, coordinates, and monitors Requests for Personnel Action (RPAs) submitted from assigned unit and/or subordinate units. Utilizes independent judgment and expertise to provide senior leadership, commanders, managers, supervisors and civilian employees with recommendations to improve support and management oversight for serviced organizations on the most effective and efficient management of manpower and personnel. Provides human resources support inclusive of Manpower, Personnel, EEO, Awards, Telework, Career Broadening, Civilian Performance and Appraisals, Civilian Employment Plan (CEP). Maintains manpower authorizations, end strength and work year execution to include realignments and manpower authorization changes. Works as a liaison with the local Civilian Personnel Office (CPO), AFSC Center Senior Functional Offices (CSFO), and Air Force Personnel Center (AFPC) when initiating personnel actions and selections IAW federal laws, HAF, AFMC and Center directives/processes Serves as Wing focal point for local Union negotiations and the local EEO Programs in accordance with local MLA supplements. Making sure all transactions are in accordance with local installation guidance and directives. Human Resource (HR) Management within the Human Capital Division serves as the single focal point on all matters related to personnel support services across the Directorate. Centrally manages execution of human resource functions, personnel programs, and talent acquisition in accordance with all applicable Air Force Instructions (AFIs) and associated guidelines developed by the Directorate of Personnel (DP), Civilian Personnel Section (CPS), and the Air Force Personnel Center (AFPC). Executes human resource programs in support of group and staff offices to ensure mission success by identifying proper skill requirements, evaluating appropriate movement/alignment of personnel and positions, and developing/managing required core documents. Conducts gap analysis and works with DP, CPS, and AFPC on executing HR mission goals and objectives. Provides executive-level Directorate specific advice and recommendations on manning/skills/cross-functional alignment to address workload changes and mission requirements. Oversees execution and management of the Directorate unit manpower document. Master knowledge of overall missions, functions, and organization of the agency or component. Ability to apply the knowledge to evaluate current organizational strategies and performance. 3. Extensive knowledge of organizational concepts, principles, and practices as related to the requirements for performance-based logistics, acquisition., supply maintenance, procurement procedures, manufacturing, strategic sourcing, and other support areas. 4. Ability to work with, lead, and manage various groups or individuals to resolve difficult problems/situations as related to organizational issues. Ability to understand and deploy lean concepts in problem resolution. 5. Skill in interpreting and applying complex DOD, USAF, AFMC, and AFSC regulations, methods, operating procedures, and policies, as well as developing methods and operating procedures as required.
