Air Force Nuclear Weapons Center (AFNWC) is currently seeking: one full-time Senior Human Resources Specialist (009972841M) to work in the AFNWC Manpower and Personnel Directorate at Kirtland Air Force Base near Albuquerque, NM. OPEN: February 12, 2025 CLOSE: February 26, 2025 The position is an NH-0301-04, which has a typical 2025 salary range of $125,882-192,490 The purpose of the position is to serve as a Senior Human Resources Analyst/Technical Advisor for the Directorate of Manpower and Personnel. Advices the Director on the various effectiveness of organizational support projects and operations. As the Technical Advisor, analyses tasking, plans, oversees, reviews, consolidates and provides written reports and briefings outlining findings of special initiatives, studies, metrics and projects. Works with other Human Resources Specialists in identifying potential program incentives or special projects that could improve the use of civilian human resources, solve problems, or enhance program effectiveness. SKILLS:
- Strong background in human resources/staffing/processing personnel actions is highly desirable.
- Knowledge of the AF organizational structures to effectively implement policy and develop guidance, standards, and procedures that affect AF wide personnel programs.
- Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
- Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques.
- Knowledge of the provisions of a variety of public laws, Executive Orders, and Federal regulations regarding recruitment and placement, and affirmative employment.
- Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems.
- Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems.
- Ability to express ideas and concepts and communicate effectively orally and in writing. DUTIES:
- Responsible for all staffing /incentive packages at AFNWC and is responsible for reviewing all packages prior to DP/CA approval and ensure consistency across the organization.
- Provides advisory services to Directors, supervisors, and HR liaisons across AFNWC and is the focal point for all staffing/incentive packages, special projects and reviewing all packages prior to DP review/CA review and approval.
- Keeps informed of labor market trends and employment cutbacks to cultivate additional sources of well-qualified candidates. Interprets provisions of the negotiated union contracts as they relate to merit promotions, priority placement, and reduction-in-force (RIF).
- Coordinates local, Air Force, Priority Placement Program, and Office of Personnel Management priorities for positions to be filled, and advises on qualifications. Provides authoritative technical assistance to other staffing specialists in resolving the most difficult and controversial recruitment and placement authorities
- Leads special projects and performs special assignments related to the organization. Makes recommendations on resources needed and establishes milestones and goals.
- Studies product performance, analyzing facts, ensuring compatibility/consistency of interpretation, and application of sound logic and technical foundation for projects. Uses knowledge and understanding of the AF rules, regulations, and procedures governing a variety of topics to identify and resolve technical, organizational, operational and administrative issues affecting the organization.
- Researches AF regulations and operating instructions to determine if the organizations are adhering to established procedures and processes. Participates and/or leads meetings, studies and groups by reviewing and providing advice and assistance as required or requested.
- Develops, implements and administers a wide range of complex staff and operational functions, processes and procedures. Establish objectives, general procedures and implementation guidelines by constantly looking for ways to improve aspects of the work through the incorporation of new technology and or work procedures.
- Reviews and evaluates higher headquarters regulations, policies, manuals, and other information materials designed to establish operating criteria, procedures, and means for stimulating participation in the entire spectrum of special projects.
- Responsibilities of special project support for the organization.
- Maintains a continuous liaison with other organizations: AFNWC Directorates, AFMC, AFGSC, and geographically separated organizations and their installations
- Represents the organization with a variety of installation and functional area organizations. Meets with key customers and coordinating officials to assess customer requirements and satisfaction, explain organization procedures/processes, and resolve significant problems that arise. Identifies the need for special projects and initiates milestones to include researching, determining, or making appropriate actions that impact the overall organization. Susceptible to verification until actual operational situations are encountered.
- Prepares and analyzes reports; responses to queries, justifications, and background papers on the programmatic aspects of areas of expertise and assignment. Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, or command. Serves as the independent project authority for the organization. Represents the organization on working groups, steering groups, conferences, seminars, or other meetings. - Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain the appropriate security clearance.
- At least one year of specialized Human Resources experience at the GS-13 level.
