Responsibilities As an environmental professional, provides professional environmental technical expertise and program support to the Office of the Assistant Secretary of Defense, Environmental and Energy Resilience (OUSD / A-S), Joint Staff Engineering Division, Service Components, the Defense Logistics Agency (DLA) Disposition Services, and Joint Task Forces (JTF) staffs. Provides consultation and advisory services to leadership and customers. Communicates critical environmental program issues to Joint Staff, Office of Secretary of Defense staff members, serviced installations, and superiors to ensure alignment with environmental regulations and program objectives. Examples of specialized experience includes mastery of, and skill in applying, expertise in advanced engineering or scientific theories, principles, concepts, standards, and methods to resolve unique or novel environmental problem conditions, or issues, provide expert advice to leadership and / or agency officials responsible for broad program operations, and execute significant projects affecting the welfare of the public and / or the sustainability of natural resources and the environment. Mastery of current operational requirements of regulations enabling review, evaluation, modification, and approval of project plans, designs, and specifications. Detailed knowledge of and skill in the interpretation of DoD, International, and Host Nation environmental directives and policies to existing operations at installations within the USCENTCOM Area of Responsibility. Knowledge of related scientific, technical, and engineering disciplines such as life sciences, physical and biological sciences, and engineering having applicability to assigned areas. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS : Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Knowledge of deliberate, crisis action and exercise planning and execution operations. Knowledge of CONUS, OCONUS, and Theater environmental programs, regulations, and laws. Knowledge of environmental support activities required to support overall USCENTCOM OPLANs, CONPLANs, or OPORDs. Knowledge of the Joint deliberate planning process, the crisis action planning process and Joint Task Force operations and procedures. Knowledge of all existing operations with special emphasis and professional knowledge of environmental program management. Knowledge of construction and service contracting procedures relevant to executing environmental related contracts. Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, foreign governments, and industry.
