This position is a NH-0501-03 position which has a typical 2025 salary range of $89,583 - $138,486 (locality pay included).
The primary purpose of this position is to ensure effective stewardship of the Air Force Nuclear Weapons Center’s financial resources, supporting safe and secure nuclear capability. It involves budget formulation, justification, and execution across the Center’s portfolio, with a focus on acquisition financial management.
This position is NOT REMOTE ELIGIBLE.
This position may be located at: Kirtland AFB, NM; Hill AFB, UT; Tinker AFB, OK; Eglin EFB, Fl; or, Hanscom AFB, MA.
PCS will only be approved to relocate to Kirtland AFB, NM.

MAJOR DUTIES:
The Center-level Investment and PEO Nuclear Air Delivered (NAD) portfolio manager is responsible for providing proactive financial management support to FM Director and Chief Financial Officer for PEO/NAD systems.
- Data analysis, reporting, and preparing recommendations for regular briefings on financial reporting, budget justification, unfunded requirements, and fiscal strategies for each portfolio.
- Responsible for funds control and execution, including tracking and monitoring financial data, ensuring compliance with budgetary guidelines, and managing the allocation and disbursement of funds.
- Required to maintain awareness of operational program cost, schedule, performance, requirements, and risk as it relates to the Center’s financial state.
- For the acquisition portfolio, Program Management Reviews (PMRs) identifying and resolving any financial issues by accurately reviewing and documenting budget data in a wide variety of unrelated forms, reports, and schedules to understand what, why, and how relational impacts are being made over various schedules.
- Coordinates primarily with PEO and Execution Directorate Financial Managers to provide financial guidance and support to assist in ensuring timely and effective execution of mission strategies.
- This position will serve as a liaison/bridge to assist in the FM activities and PEG reporting for a promotable and defendable PEO portfolio.
KNOWLEDGE AND SKILLS:
- At least 2-3 years’ experience managing and reporting status on multi-year appropriation financial program(s) outlined on the resume that can be verified by references provided.
- Experience utilizing the Comprehensive Cost and Requirements (CCAR) system and Project Management Resource Tool (PMRT) applications, Commander’s Resource Integrated System (CRIS), ASARS Air Force Budget & Execution Analysis Tool (AFBEAT), and Automated Funds Management System (AFM) for program and financial management reporting.
- Experience in data analytics, acquisition, and budgeting and the ability to select and apply a variety of standard or new analytical methods/techniques to budgetary processes and special studies.
- Ability to gather, assemble, and analyze data to recognize issues, project potential effects, prepare summary reports of findings/conclusions, and provide recommendations or courses of actions.
- Ability to identify areas of funding shortfalls and excesses and propose re-programming/re-phasing actions as needed.
- Knowledge or be familiar with acquisition program structure for budgeting, budgeting procedures, regulations, policies, and guides.
- Proactive and demonstrate ability to work independently and conduct analysis, perform actions, develop solutions, and provide recommendations and assistance to PEO, Chief Financial Officers (CFOs), Program and Element Managers (PM/PEM) at all levels.
- Strong ability to work independently and conduct analysis, perform actions, develop solutions, and provide recommendations and assistance to Center Senior Leaders, Chief Financial Officers (CFOs), and Program Managers.
- Extensive experience in consolidating data to build and deliver briefings to key decision makers and stakeholders, positive interactions with others, advance-level in MS Office products and unique AF systems, primarily the Comprehensive Cost and Requirements (CCaR) and Project Management Resource Tool (PMRT) applications.
- Ability to communicate clearly and effectively, both orally and in writing.

- Able to obtain and maintain a Secret security clearance.
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. DoD FM Level 2 or Alternate Professional Certification (as identified by OUSD(C)) is required or must be obtained in 24 months. This position also requires the employee to engage in acquisition continuous learning activities achieving 60 Continuing Education Training (CET) hours every 24 months.
- The employee must meet, or be capable of meeting, Defense Acquisition Workforce Improvement Act (DAWIA) Business Financial Management (BUS-FM) Practitioner certification requirements applicable to the career category designated on the position description within policy timeframe. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points (CLP) every 24 months.
- Employee may be required to travel occasionally away from the normal duty station in military and/or commercial aircraft to perform temporary duty assignments.
- Work may occasionally require the employee to work outside the normal business hours, such as overtime or an irregular work shift.
