About the Role:
The Air Force Test Center is looking for a Full-Time Management and Program Analyst (NH-0343-03) to work at the Air Force Materiel Command (AFMC) in the Air Force Test Center (AFTC), at the Arnold Engineering Development Complex, Arnold Air Force Base.
Mission/Purpose
Serves as the AEDC Innovations Lead. Responsible for planning, directing, organizing, and administering the Innovation program to include outreach, communicating the innovation vision and organizing initiatives in support of AEDC. Provides recommendations to senior leaders on developing and disseminating policies and procedural guidelines for innovative efforts. Integrate, accelerate, and innovate by identifying and communicating solutions, lessons learned, and best practices to ensure AEDC is optimally postured to support the AF and the National Defense Strategy.
Employee advises leadership, peers and colleagues on difficult problems, conducts special studies and proposes options and alternatives to the team. Responsible for seeking innovations that eliminate inefficiencies and improve productivity on a broad scale and communicating achievements. Employee shall lead and work various Wing innovative proposal efforts to achieve maximum impact. Serves as the AEDC Spark Tank lead and is responsible for the communication of the program to the workforce, vetting the proposals, and communicating the results to AEDC leadership.

Location: Tullahoma, TN (Arnold Air Force Base)
Typical 2025 salary range: $88,621 - $137,000 annually (includes locality)
Travel Requirements: Up to 25% travel possible
Direct Hire Authority: NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.
- Experience helping agencies outside the Air Force in achieving an innovative culture.
- Proficiency in facilitating groups in establishing goals and priorities.
- Examples of challenges overcome while facilitating an organization’s desire to achieve an innovative culture.
Major Duties:
- Facilitates strategic planning teams responsible for identifying Wing innovative proposals, evaluating possible courses of action, and facilitating the development of optimal solutions.
- Responsible for analysis, facilitation, reporting, and providing recommendations for innovative initiatives.
- Responsible for the Innovations marketing and the Spark Tank program. Coordinates with Public Affairs on social media presence and communication of Wing innovations.
Qualifications/Requirements:
- U.S. Citizenship
- Obtain & maintain Security clearance.
- A bachelor’s degree from an accredited institution.
- Ability to plan, coordinate, lead teams, and communicate effectively among various functional disciplines by developing and maintaining good working relationships.
- Knowledge in various techniques to apply innovative initiatives to eliminate inefficiencies.
- Skill in applying analytical and evaluative methods and techniques to a broad range of functional areas related to innovation and improvement initiatives.
- Ability to integrate and coordinate multiple and related missions, functions, subjects, issues, and situations across the Wing to present and recommend solutions in a logical, cohesive format.
