About the Role:
The Air Force Test Center is looking for a Full-Time Operations Research Analyst (NH-1515-03) to work at the Air Force Materiel Command (AFMC) in the Air Force Test Center (AFTC), at the Arnold Engineering Development Complex (AEDC) Financial Management Office in Tullahoma, TN at Arnold Air Force Base.
This position serves to deliver and support Agile War-Winning Capabilities in AFMC by providing financial management services to all personnel, programs, support missions, associates, and external customers for the AFMC. Services include financial management advisory service, financial services, budget operations, cost analysis, and resource management systems. This position serves as an Operations Research Analyst performing professional and scientific work requiring systematic, critical, intensive investigation into a subject in order to develop the principles, criteria, methods, and data to be used in support of projects or problem-solving studies.

Location: Tullahoma, TN (Arnold Air Force Base)
Typical 2025 salary range: $88,621 - $137,000 per year (includes locality)
Telework Information: Up to 60% telework possible (must reside in local area)
Travel Requirements: Up to 25% travel possible
Direct Hire Authority: NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.
- A Bachelor of Science degree from an accredited institution in mathematics, computer science, one of the physical sciences, engineering or a closely-related scientific discipline is highly desired.
- A minimum of 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics is required, with at least 3 of the 24 semester hours in calculus.
- Familiarization with analytical tools such as R, Tableau, SAS, SPSS or other econometric / business intelligence software is desired.
Major Duties:
- Compiles, organizes, analyzes, and processes data and information from a variety of sources, and modifies, adapts, and/or refines existing applications, processes, precedents, and techniques to achieve stated objectives.
- Performs research, analysis, and evaluates Information, unusual circumstances, and conventional issues, conditions, and problems
- Applies modeling techniques and procedures, designs sample surveys, modifies established methods, uses probability statistics and trend analysis, and/or performs techniques involving difficult calculations or exact comparability determinations.
- Applies a variety of innovative analytical techniques to formulate conclusions and solve problems.
- Works with higher graded specialists in planning and conducting special initiatives, studies, and projects.
- Prepares reports and briefings outlining study findings and recommendations.
Qualifications/Requirements:

- Obtain & maintain Security clearance
- This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). Incumbent must meet or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months. APDP Certifications: Business Financial Management, Practitioner Level II
- This is a Financial Management Level (1, 2, or 3) Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Financial Management Certification required: Level II
- Travel/Temporary Duty Assignment (TDY) of approximately 10 days per year
- Ability to select and apply a variety of analytical methods and techniques to budgetary processes and special studies
- Professional knowledge of a wide range of principles, concepts, and practices of operations research analysis to apply scientific methods and techniques to analyze systems, processes, and/or operational problems and procedures.
- Knowledge of mathematics and analysis to perform studies and prepare reports, documentation, and correspondence to communicate recommendations/conclusions clearly.
- Knowledge of quantitative and qualitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions.
- Ability to recognize and analyze complex analytical problems, conducts research, gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and summarize results of the entire process in briefings, papers, or reports suitable for top management use and decision-making.
