About the Role:
The Air Force Test Center is looking for a Full-Time Telecommunications Specialist (NH-0391-03) to work at the 412th Test Wing, 412th Mission Support Group, 412th Communications Squadron, (412 CS/SCOO) at Edwards Air Force Base.

In this position you will support Air Force Test Center through deployment and sustainment of robust operational capabilities, programs and services. Provide proven voice and data transport infrastructure capabilities to meet the needs of the Edwards AFB customers.

Location: Edwards, CA (Edwards Air Force Base)
Typical 2025 salary range: $103,316 - $159,716 per year/per hour (includes locality)
Telework Information: Eligible for situational telework only, including Emergency and Office of Personnel Management (OPM) prescribed "Unscheduled Telework"
Travel Requirements: Up to 25% travel possible
Incentives: This position MAY be eligible for a recruitment/relocation incentive. Specifics will be discussed with the Selecting Official.

Direct Hire Authority: NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.

Desired Skills:
  • Minimum of five years Telecom Infrastructure experience in the following categories:
  • Performing analysis and fault isolation functions, with hands-on working-level knowledge of Session Border Controllers (SBC), VoIP Call Manager solutions, analog gateways, and switches.
  • Advanced working knowledge of TCP/IP, Ethernet, VLANs, VoIP, VTC, Voice security, SSL certificate infrastructure, syslog, SIP trunks, Audio codecs, network diagram applications.
  • Working knowledge of Network Infrastructure including the following: copper and fiber cable plant, routers, switches, firewalls, circuits, and Optical Networks.

Major Duties:
  • Serving as senior technical expert providing analysis and guidance relating to the administration and maintenance of transport systems and services specific to Edwards AFB’s network infrastructure necessary to support UC development and sustainment.
  • Provides operational and technical guidance supporting the mission critical transport of voice, data and video services to meet organizational and command objectives.
  • As senior technical expert, responsible for the successful operation of all hardware and software administration, security, implementation, monitoring, and direct maintenance of voice switches, telephones and multiple voice transport media (SONET/DWDM/CWDM) and devices for data, fax, video, and long haul voice applications.
  • A senior technical expert develops complex and advanced plans for the implementation and convergence of UC services impacting voice, data and video operations, commercial circuits and base TDM and VoIP switch operation and expansion.
  • Ensures applicable operation and maintenance policies and standards are maintained. Through detailed research and analysis determines if base facilities can provide for and meet transport system requirements, and if infrastructure is in place to support the systems, associated peripherals, and applications.
  • Validates the updates, maintenance and quality of equipment, service, and circuit records, system and network specifications and drawings, and other information/documentation necessary to effectively manage and monitor the transport systems infrastructure.
  • As senior technical expert, researches, analyzes and plans for current and future technology integration and works issues for compatibility and standardization based on current and projected needs.
  • Analyzes transport system utilization statistics, performance measures, and system profiles to ensure operational robustness and redundancy in serving the business needs of the installation.
  • Research state-of-the-art advances in UC specific to transport systems hardware/software, and its applicability and impact to current configurations.
  • Reviews aspects of security and Information Assurance policies in the delivery of voice, video, and data across transport systems and services.

Qualifications/Requirements:
  • U.S. Citizenship
  • Obtain & maintain a Secret Security clearance
  • Information Assurance Certification is a condition of employment. This position includes Information Assurance {IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve appropriate IA certification within six months of assignment of these duties. A waiver of this six-month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
  • Knowledge of a full range of telecommunications and networking theories, concepts, architectures, topologies, principles, practices, procedures, policies, standards, performance characteristics, and operational specifications/requirements.
  • Knowledge of operational and performance characteristics of telecommunications and networking equipment, systems, services, and transmission media to develop procedures/practices for local use; and evaluate product, proposals, and strategies.
  • Ability to gather facts and effectively analyze telecommunications and networking component interrelationships and evaluate systems, peripherals, a applications, and services from an operational and sustainment perspective; and develop concepts and methods to test and troubleshoot equipment and network problems.
  • Ability to maintain necessary systems and services documentation, review/revise/develop policy and procedures, initiate plans for enhancements, present research findings, and provide management sufficient technical and cost analysis information, through oral briefings and/or written point papers, to render an informed decision.
