S ummary : Under supervision of the HR Officer and work direction of the HR Manager, the HR Recruiter's role is to develop and execute AKA Head Start's recruiting plan by working with hiring directors in a timely manner to fill vacant positions and maintain a pool of qualified substitutes. Partners with directors to anticipate and meet the evolving needs of the centers and administrative departments to deliver the best talent to the agency. Conducts pre-employment and onboarding processes for new hires.
Assists with developing and implementing strategic initiatives for recruiting diverse talent in a multi-site agency.Performs a full range of human resources support assignments, such as complying with licensing requests, processing tuition reimbursements, and assisting with special projects and reports. Maintains confidential personnel and department files and data; and conducts background checks, and verifies education credentials / permits on new and existing employees. Assists with training mandates, and ensures a positive and constructive onboarding experience for new employees.

MINIMUM EMPLOYMENT QUALIFICATIONS
Education and Experience :
High school diploma or general education degree (GED);Three (3) years of human resources experience, including recruiting background preferred;Must have excellent interpersonal skills, communication skills, and team-based project experience.Knowledge of :
Theory, purposes, functions, policies and practices of human resources administration, particularly in recruitment;The end-to-end recruitment lifecycle processes;Decision-making skills;Working and functioning in a team environment;Departmental personnel policies and procedures;Correct English usage and grammar :Workers' Compensation laws and processing of claims;Employment laws and regulations; andSourcing resumes / applications from all avenuesAbility to :

Recruitment and Screening :
Establishes and maintains relationships with hiring directors to understand current and future staffing needs;Advertises job opportunities internally and externally with professional organizations, social networks, college career centers, and in other position-appropriate venues to identify and source employment candidates;Uses ADP applicant tracking system (ATS) to post and maintain job requisitions, screen and track applicants, and manage talent pool;Represents the agency at career fairs and other events to recruit employment candidates;Performs initial recruitment, application processing, and verification of applicants' qualifications and employment references;Evaluates applicants by reviewing job requirements and applicant qualifications;Conducts preliminary phone interview of pre-screened applicants to obtain or clarify information on work history, education, and job skills;Substantiates applicants' skills by testing (as appropriate);Interprets various written materials such as transcripts, employment records, references, employment regulations, and Head Start Performance Standards and Rules;Arranges panel interviews, which typically include directors / managers and parents as panelists;Prepare offer letters for employment / promotion in conjunction with Human Resources Officer;Pre-Employment and Onboarding :
Conducts pre-employment process, including reference and background checks, authorization and review of health and TB screenings, and verification of education and immunization requirements;Ensures that each staff member is cleared with Community Care Licensing prior to date of hire;Welcomes new employees to the agency by conducting initial new hire orientation, which includes new hire paperwork, initial computer logins, completion of I-9, and online trainings;Establishes a personnel file for each new hire;Human Resources Support
Maintains Community Care Licensing (CCL) documentation for each center by updating LIC forms and rosters, responding to CCL communications, and submitting documentation to CCL as needed;Receives and processes Tuition Reimbursement Requests by staff in a timely manner;Facilitates Candidate Referral Award program;Supports the tracking and enforcement of employees' permit requirements and renewals;Assists with filing paper and electronic documents, and enters personnel data in various software;Interacts with job applicants and employees via email, phone, and in person in a positive, professional, and timely manner;Performs all job duties in accordance with agency policies, standard operating procedures (SOPs), Head Start Performance Standards, and labor laws;Maintains employee confidence and protects operations by keeping human resource information confidential; andMaintains quality customer service by following HR Department vision and mission standards.PHYSICAL REQUIREMENTS :
Good manual dexterity;Occasional lifting, stooping, bending, standing and reaching;Requires ability to work in an office setting engaged in work of a primarily sedentary nature;Requires sufficient hand-eye coordination to input / export data using a computer terminal keyboard and 10-key;Visual acuity to read computer screens, printed material, and detailed accounting information;Auditory ability to carry on conversations over the phone and in person;Must have excellent speaking and hearing ability;Move / lift up to 25 pounds as needed; andSpecific vision abilities required include close vision, distance ability, color vision, peripheral vision, depth perception, and the ability to adjust focus.ADDITIONAL INFORMATION : Prior to employment, in compliance with Immigration Reform and Control Act of 1986 as amended, employment candidate will be required to provide either proof of U.S. citizenship or other documents that establish the candidate's eligibility to be employed in the U.S. Head Start regulations require that no person shall work in any Head Start program until they have been fingerprinted and cleared through the Department of Justice.
