What are the responsibilities and job description for the Purchasing Manager position at Alamance County Government?
Under limited supervision, this position oversees the County's purchasing activities to ensure goods and services are procured on the most cost-effective basis. Work involves managing the County's contracts and purchasing programs. This position requires that the employee exercise tact and courtesy in frequent contact with employees, representatives of outside organizations and vendors.
Responsibilities may include, but are not limited to the following:
- Provides strategic advice, innovative solutions and technical expertise while ensuring the County's procurement needs are met efficiently and in compliance with applicable federal and state statutes and regulations for the best value in terms of price and product
- Assists in reviewing and implementing changes in purchasing policies and procedures
- Provides support, training and guidance to departments on purchasing policies, procedures and procurement process requirements
- Reviews all departmental requisitions ensuring appropriate documentation of quotes and contracts ensuring compliance with federal and state statutes and regulations
- Maintains bids, contracts and purchase orders
- Ensures vendors are current on Certificates of Liability Insurance
- County contact for vending operations
- Maintains HUBSCO reporting for construction projects
- Reviews open purchase orders and coordinates the status with departments
- Maintains the internal website for Purchasing, posting needed resources for departments
- Manages the procurement card program establishing new cardholders, deactivating cards and making requested changes in card limits
- Manages the fuel card program establishing new cardholders, deactivating cards and making requested changes in card limits
- Serves as Account Manager for various on-line procurement sites for the County
- Coordinates vendor relationships, communicates with vendors regarding product and pricing information, monitors status of orders, responds to complaints and negotiates on the county's behalf
- Provides support in resolving issues and discrepancies
- Assists in the filing and organization of all county contracts
- Records leases and subscriptions into a GASB 87 and 96 management system
- Develops and maintains standardized solicitation and bidding documents and procedures
- Prepares and/or assists departments in preparation of bid specifications
- Evaluates proposals for formal and informal bids, as necessary
- Maintains the county-wide capital asset inventory control system recording additions, deletions and annual depreciation
- Performs the annual inventory review
- Secures and maintains titles and tags for all vehicles
- Accounts for all County surplus property and monies received and post surplus items on vendor website for auction
- Assists with end of year asset reconciliations
- Performs other duties as requested and assigned.

Education & Experience: BS/BA in Business Administration, Finance, Public Administration, or relevant field from an accredited college or university, highly preferred. Three or moreyearsofgovernmentalpurchasingexperiencewithextensiveknowledgeofNCContractand Procurement law standards.
Computer Skills: Proficient in MSOffice (Excel, Word and PowerPoint Experience). Prior experience with Tyler Munis, preferred
License/Credentials: Possession of a valid NC driver's license, Certificated Local Government Purchasing Officer (CLGPO) or Certified Purchasing Manager (CPM) preferred
