What are the responsibilities and job description for the Victim Liaison position at Alamance County Government?
The Victim Liaison will serve as the portal of entry and contact for victims who have initially accessed services through local law enforcement and wish to seek other services. The Liaison will assist victims with receiving services and obtaining referrals for support and assistance, including the judicial system during first appearances. This position is grant funded for 3 years, with the possibility of grant renewal.
Selected individual will need to possess the ability to work as part of a fast-paced multi-disciplinary team, which includes ability to establish and maintain effective working relationships with supervisor, team, clients, and partner agencies within and outside of the Family Justice Center. Experience working with victims of domestic violence and their children, victims of sexual assault, victims of child abuse, and victims of elder abuse is preferred. Knowledge of best practices relating to family violence, which includes identification, safety, and confidentiality.
The primary purpose of the Family Justice Center is to provide the backbone infrastructure for our community’s response to interpersonal violence. It is a public/private partnership of agencies dedicated to ending domestic violence, child abuse, sexual assault, stalking, human trafficking and elder abuse through prevention, education and a coordinated response of comprehensive, client-centered empowerment services organized in a single location.
Client Service Coordination (80%)
- Contacts every domestic violence, sexual assault, stalking, and elder abuse victim and field contact within 72 hours of an incident report; performs initial assessment to identify needs; explains available programs, and coordinates appropriate referrals with the client.
- Provides basic crisis counseling, support, crisis intervention, safety planning and reinforcement in areas of domestic violence, child abuse, elder abuse, stalking, human trafficking, and sexual assault.
- Makes referrals including but are not limited to: local victim service agencies, emergency shelters, victim’s compensation, address confidentiality program, mental health, legal, housing, health, education, job readiness, financial assistance, transportation, civil court, criminal court, elder services, districts attorney’s office, and other local services needed to assist in the safety of victims and their families.
- Serves as the liaison between the victim and law enforcement to insure appropriate access to the judicial process; documents contacts and progress.
- Assists detectives in the coordination of victim interviews and can provide victim support during these interviews. The Liaison will attend criminal court to provide support and referrals to victims during first appearances.
- Provides on call for emergency cases after hours.
- Attend first appearances and connect victims of crime to services.
- Training (15%)
- Assists with development and implementation of training to law enforcement to increase education and capacity to serve victims of violence.
- Data (5%)
- Creates a system which tracks cases, including cases having the potential for high lethality and connect to services to respond appropriately and effectively.
- Creates relationships and referral streams with community services and partners to increase access for victims. Sits on community task forces and case reviews as deemed appropriate by FJC Director.

Education & Experience: A four-year degree in public service administration, psychology, sociology, or social work or a human service programmatic field, preferably with coursework in human service planning; or graduation from a four-year college or university and two years of administrative or consultative experience in a human service program; or an equivalent combination of education and/or experience. Two to three years of prior experience in a victim services, social work, or comparable field.
Computer Skills: Prior experience with intermediate Microsoft Office (Excel, PowerPoint, Outlook) knowledge required. Prior experience working with a client database.
License/Credentials: Possession of a valid N.C. driver's license is required for this position and maintaining a driving record in accordance with Alamance County policy. Bilingual in Spanish, preferred.Other Position Information: This position is grant funded and is subject to reallocation contingent upon funding.
