Introduction

THIS IS A NEW ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year, but can be extended.

Supplemental Questionnaire: A properly completed Supplemental Questionnaire must be submitted with each application. Applications and Supplemental Questionnaires must be in the possession of the Human Resource Services Department by 5:00 p.m. on the Last Day for Filing. Failure to submit the Supplemental Questionnaire will result in disqualification.

DESCRIPTION

THE COUNTY:

Established in 1853, Alameda County has a population of over 1.6 million residents making it the second largest county in the Bay Area and the seventh largest in the State. The County encompasses 14 cities including Alameda, Albany, Berkeley, Dublin, Emeryville, Fremont, Hayward, Livermore, Newark, Oakland, Piedmont, Pleasanton, San Leandro, and Union City as well as six unincorporated communities and rural areas that span a total of 738 square miles.

THE POSITION:

Under direct supervision to do selected technical personnel work and to perform other related duties as required.

Human Resources Technician is a paraprofessional class at the sub journey level in the human resource series of classes. Incumbents are trained in technical human resource activities, and will perform these functions in support of professional staff. Their assignments typically differ from the journey level analyst or personnel officer by the assignment of selected duties or only part of a function, as opposed to having responsibility for a complete function. Supervision will come from professional personnel staff and will diminish as incumbents gain proficiency.

THE VACANCIES:

Human Resources Technician is a countywide classification; positions in this class can be found in departments throughout Alameda County. This recruitment is to establish a countywide eligible list that can be used to fill vacancies in this classification during the life of the eligible list.

THE IDEAL CANDIDATE:

In addition to meeting the minimum qualifications listed below, the ideal candidate will be a detail-oriented, proactive individual with experience working in a Human Resource setting with:

  • A competency for appropriately following up and completing assignments and tasks, while paying close attention to detail and set processes;

  • A proven track record of consistently managing time and resources in a fast-paced environment to appropriately prioritize and complete identified goals and objectives;

  • A demonstrated history of identifying and understanding issues, problems, and opportunities; comparing data from different sources to draw conclusions; using effective approaches for choosing a course of action or developing appropriate solutions; taking action that is consistent with available facts, constraints, and probable consequences;

  • A superior command of both written and oral communication with experience interacting with various levels of management and the public, while concurrently demonstrating diplomacy, politeness and tact.;

  • A demonstrated ability to take initiative and work independently with confidence;

  • A strong ability to be adaptable to changing situations and environments, with the capability to take instruction from multiple, senior-level staff members.

MINIMUM QUALIFICATIONS

Either I

The equivalent of one year of full time experience as a Specialist Clerk I or equivalent or higher level class in the Alameda County classified service (non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts) working with County personnel policies, procedures and practices which would have enabled the applicant to acquire the abilities and knowledge listed below.

Completion of the Alameda County Management Academy “Management & Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.

OR II

The equivalent of two years of full time experience working with personnel policies, procedures, and practices in a human resources operation of a large organization which would have enabled the applicant to acquire the abilities and knowledge listed below. (Possession of a bachelor's degree from an accredited college or university with a major in Human Resources may be substituted for one of the required two years of experience.)

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Duties" section of this specification.

Knowledge of:

  • Current trends in human resources policies, procedures and practices.
  • English grammar, spelling and punctuation.
  • Basic mathematics and statistics.
  • Operation of office machines and equipment, including personal computers and word
  • Processing and spreadsheet software.
  • Basic interviewing techniques.

Ability to:

  • Learn to perform human resources related statistical computations.
  • Establish and maintain record-keeping procedures and systems.
  • Understand and follow oral and written directions.
  • Gather and evaluate relevant information.
  • Establish and maintain effective working relationships with employees, the public and other agencies.
  • Communicate effectively both orally and in writing.
  • Perform detailed work accurately.
  • Compile and analyze data and reach logical conclusions.
  • Work with a variety of tasks simultaneously and prioritize multiple tasks.
  • Conduct fact-finding interviews.
  • Make public presentations.

EXAMINATION COMPONENTS

The examination will consist of the following steps:

  • A review of candidates' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
  • A review of the supplemental questionnaire to determine the best qualified applicants to continue in the process.
  • An oral interview which will be weighted as 100% of the candidates' final examination score. The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this recruitment.
