THE AGENCY
The Public Works Technical Assistant classes are found only in the Public Works Agency. This position may provide lead supervision for a specialized program.
Public Works Technical Assistants III are characterized by being assigned program responsibilities for operations which require specialized knowledge, independent initiative and public and inter-agency contact. Incumbents at this level perform the most complex range of duties in this class and are independently responsible for assignments involving the full scope of responsibilities. This position may train and provide lead supervision.
MINIMUM QUALIFICATIONS
TO QUALIFY FOR THE COMPETITIVE ASSESSMENT PROCESS, YOU MUST MEET THE MINIMUM REQUIREMENTS BY POSSESSING ONE OF THE THREE PATTERNS LISTED BELOW.
EITHER I
Experience: The equivalent of one year of experience in the class of Public Works Technical Assistant II in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)
Education: Completion of 12 semester units (or the equivalent) from an accredited college or junior college in the following subjects or areas; building codes, blueprint reading, public works or construction inspection, mechanical or computer aided drafting, plane surveying, engineering graphics, descriptive geometry, trigonometry, calculus, physics, physical or environmental geology, chemistry, biology, botany, or zoology.
AND
Experience: The equivalent of two years of full-time increasingly responsible sub-professional work in the areas of engineering, survey, maintenance, construction management practices, inspection practices, or environmental or water quality regulatory compliance.

License: Possession of a valid California Motor Vehicle Operator's license.

KNOWLEDGE AND SKILLS
Knowledge of:
- Office methods and procedures, including filing and record-keeping practices.
- Mathematics, including trigonometry.
- Engineering drafting materials, techniques and instruments.
- Technical report writing.
- Engineering plans, drawings, maps and specifications.
- Elements of traffic studies.
- Elements of engineering design and construction methods, procedures involved in the processing of boundary changes.
- Elements of land surveying.
- Computer programming and operations, including work processing and spreadsheets, databases, photo and graphics program.
- Contract and agreement administration, including County rules and practices regarding selection of contractors and consultants.
- State of California codes, regulations and specifications related to program responsibility.
- Local State and Federal environmental and clean water laws and regulations.
- General principles of the natural and physical sciences and storm water and facilities drainage.
Ability to:
- Review engineering plans and documents for compliance with agency policies and legal provisions.
- Prepare complete and comprehensive written reports involving the analysis of rules and regulations and documents.
- Read and interpret legal descriptions, construction and engineering drawings, topographic maps, tract descriptions.
- Examine, analyze and process engineering documents such as maps, survey data, plans, specifications, contracts and agreements.
- Supervise and coordinate the work of others.
- Prepare agreements, contracts, resolutions, written correspondence and similar items.
- Communicate and work effectively with County employees, outside agencies, contractors and the public.
- Prepare and adopt computer programs to meet program needs.
- Reach collaborative solutions, using problem-solving skills.
- Conduct special studies and field investigations as part of an inter-disciplinary team.
- Review and interpret legislation and regulations.
SOME POSITIONS MAY REQUIRE THE FOLLOWING.
Ability to:
- Work outdoors in possibly adverse weather conditions.
- Traverse unpaved terrain by vehicle and/or on foot.
- Lift and carry tools, equipment and/or materials weighing up to 55 pounds.
EXAMINATION COMPONENTS
- A review of applicants' application to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.
- A review of the supplemental questionnaire to determine the best qualified. Those candidates considered the best qualified will move on to the final step in the examination process. This is a pass/fail exam component.
- An oral examination which will be weighted as 100% of the candidates' final examination score. The oral examination will be administered virtually and may contain situational exercises.
RECRUITMENT AND SELECTION PLAN
- The combined oral examination/hiring interview, in addition to establishing an eligibility list, may serve as the final selection interview for vacancies in this classification. Candidates selected to participate in the oral exam will receive an email notification at least 10 business days in advance of the exam date.
