THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended.

Qualified applicants must be current county employees and have completed the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service (non-classified includes the District Attorney’s Office, the Medical Center, and the Superior Court) by the last day for filing. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

DESCRIPTION

THE AGENCY

The primary mandated services of the Assessor's Office include: locate and identify the ownership of all taxable property in Alameda County; determine the taxability of all property; determine the re-appraisability of property changing ownership or having new construction added; annually assess all real estate in accordance with the provisions of Article XIIIA of the State Constitution (Proposition 13); annually assess all taxable personal property at its fair market value; determine and apply all legal exemptions against these assessments; and surrender an accurate assessment roll to the Auditor's Office prior to July 1st each year.


The Assessor’s Office mission is to provide timely and accurate appraisal services in a manner resulting in fair and equitable treatment for all Alameda County taxpayers. With a proposed staffing level of 175.47 full‐time equivalent positions, this team of professionals provides mandated assessment services performed in accordance with the California Constitution, Revenue and Taxation Code, Government Code, and State Board of Equalization guidelines and directives.


THE POSITION

Under direction, to plan, supervise, and review the work of subordinates performing audits of books and records, and appraisals of personal property and fixtures for assessment purposes and preparation of assessment appeals; and to perform related work as required.


THE IDEAL CANDIDATE


In addition to meeting the minimum qualifications listed below, the ideal candidate will have demonstrated a track record of success in the following areas:

  • An experienced manager with strong supervisory skills who is capable of instructing, focusing, and guiding others in accomplishing performance, and work goals and objectives.
  • A highly knowledgeable professional who keeps up with terminology and current developments and trends related to the Business Personal Property Section of the County Assessor’s Office and who has extensive technical skill and knowledge in the performance of Business and Personal Property Appraisal.
  • A competent decision maker with a demonstrated ability to logically and strategically problem solve, plan, compare data from different sources, take initiative and react calmly under pressure to arrive at sound conclusions.
  • An effective communicator who clearly conveys information and ideas and interacts with others by relating well to people from varied backgrounds and in different situations.
  • A technically strong professional with exceptional Audit/Appraisal skills and through knowledge of governmental accounting and audit standards and practices.

MINIMUM QUALIFICATIONS

EITHER I

Experience:

The equivalent of two (2) years’ full-time experience in the class of Auditor-Appraiser III in the Alameda County classified service. (Non-classified includes District Attorney’s Office, Hospital Authority, and the Consolidated Courts.)

OR II

Experience:

The equivalent of three (3) years recent, full-time professional experience in accounting, business property appraisal or auditing work in a capacity equivalent to Alameda County’s class of Auditor-Appraiser III of which one year is in a supervisory capacity.

AND

Education:

Qualification to perform audits for property tax purposes under California Revenue and Taxation Code Section 670(d) by one of the following means:

  • Possession of a Bachelor's degree with a major in accounting from an accredited 4-year college or university, or
  • Possession of a Bachelor’s degree in another subject, with a minimum of 18 units in accounting that included 6 units of basic/introductory accounting and 6 units of intermediate accounting, together with 3 units of auditing, and/or 3 units of federal/state tax and/or 3 units of cost accounting and/or 3 units of advanced accounting. (The unit requirements herein are expressed as semester units. Equivalent quarter units are acceptable. Courses in business law, economics or related areas do not satisfy the requirements of R&TC Section 670[d]), or
  • Possession of a current, valid license to practice as a Certified Public Accountant in the State of California.

AND

Meet the eligibility requirements for issuance of a temporary auditor-appraiser’s certificate by the State Board of Equalization upon hire. Incumbents must obtain a permanent certificate within one year from the date of appointment. Failure to obtain the permanent certificate within one year will be cause for termination of employment.

License:

Possession of a valid California Motor Vehicle Operator's license.

NOTE: The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS

The most suitably qualified candidates will possess the following competencies:

Knowledge of:

  • Methods and practices used in the appraisal of business, personal property and fixtures.
  • General accounting, auditing principles and procedures.
  • Principles, methods, and techniques of training and personnel supervision.
  • Sections of the California Revenue and Taxation Code pertaining to the assessment of business personal property for ad valorem tax purposes; and the administrative rules and regulations of the California State Board of Equalization.
  • Assessor’s Handbook 504: Assessment of Personal Property and Fixtures.

Ability to:

  • Supervise the operation of the business personal property audit-appraisal unit.
  • Make business personal property appraisals of the most difficult and complex property types.
  • Organize and supervise an effective training program for all levels of technical subordinates.
  • Establish and maintain cooperative relationships with representatives of businesses and others.
  • Speak effectively before a governmental board and other groups.
  • Analyze and problem-solve situations accurately using effective decision making and judgment in adopting effective courses of action.
  • Prepare effective correspondence and write reports.
  • Plan and organize time to meet workload.
  • Provide leadership to meet goals; exhibit management control.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
  • A review of applicants' applications to verify possession of minimum requirements. Those applicants who possess the minimum requirements for the class will move on to the next step in the examination process.
  • An oral interview which will be weighted as 100 % of the candidate's final examination score. The oral interview may contain situational exercises.
