THIS IS A NEW PROMOTIONAL ASSEMBLED EXAMINATION. The eligible list resulting from this examination will cancel any existing list and may last approximately one year but can be extended. Qualified applicants must be current county employees and have completed, by the last day for filing, the equivalent of six months of continuous service following a regular appointment in the Alameda County classified service. A regular appointment does not include provisional, TAP (Temporary Assignment Pool), or STEP-UP appointments.

THE POSITION:

Under general direction of the Training and Education Center's (TEC) Director/HR Division Manager, manage the center's training and organizational development programs including workforce training and organizational development, analysis and planning, Learning Management System (LMS), training, curriculum design, implementation, and consulting/coaching programs.

DISTINGUISHING FEATURES

This is a single-position classification. The incumbent in the classification is located in the Human Resource Services Department, within the County of Alameda Training & Education Center. This classification reports to the Training & Education Center Director/HR Division Manager. Primary responsibilities are in the areas of management and supervision of staff and programs within the context of training, employee, and organizational development, with focus on current and future workforce needs.

MINIMUM QUALIFICATIONS

Education:

Possession of a Bachelor's degree from an accredited college or university with major coursework in business administration, public administration, behavioral science, human resources, training and development or a closely related field.

AND

Experience:

The equivalent of five years full-time progressively responsible professional experience designing, delivering and managing training and organizational functions within a large organizations. Two years of the five years experience must include experience in a supervisory role. Municipal government and/or Human Resources experience is desirable. Possession of a Master's Degree in one of the majors listed above may substitute for two (2) years of the general experience but will not substitute for the supervisorial requirement.


License:

Possession of a valid California Driver's License and a satisfactory driving record as a condition of initial and continued appointment.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:
1. A review of applicants' applications to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the testing.
2. An oral examination which will be weighted as 100% of the candidate's final examination score. The oral interview may contain situational exercises.

Candidates must attain a qualifying rating on each portion of this examination.
