FAMILY INVESTMENT CENTER PROGRAM SUPERVISOR I

ANCHORAGE, AK

 

 

Position Summary:  This position is responsible for the administration of various subsidized housing assistance programs. This position manages and supervises multiple positions in the Housing Program Specialist and Housing Assistant series.  The distinguishing characteristic between the FIC Program Supervisor positions is the FIC Program Supervisor II directs the overall day-to-day operations of the housing program.

                                     

Reports to:  FAMILY INVESTMENT CENTER PROGRAM SUPERVISOR II, or REGIONAL MANAGER

OVERVIEW

Provides information on subsidized housing programs at the Family Investment Center.

 

SUPERVISION RECEIVED AND EXERCISED:  Non-exempt, supervisory position.

Examples of Duties

Assists in administering one or more of the following housing programs and/or its eligibility: Housing Choice Voucher, AHFC-owned Section 8 New, Public Housing, and a number of small voucher programs geared toward specific populations or family circumstances. This includes obtaining highly confidential information such as income, medical information, family composition, and any other information of a delicate and personal nature; handling cases involving irate and/or difficult clients on a recurring basis; preparing documentation for each applicant/participant; eliciting, recording, and verifying such information as family size, income, and resources; accurately computing allowable assistance for each applicant/participant; completing computer documents or performing data entry; and preparing notifications.

Makes eligibility determinations for clients applying for and/or continuing housing assistance in one or more programs. Makes eligibility decisions based on interpretations and application of rules, and applies complex and ever-changing federal guidelines. Informs client of decisions and reasons for such decisions; refers unusual and precedent cases to immediate supervisor. Prepares and presents information and evidence at informal hearings and court proceedings when necessary.

Supports FIC Program Supervisor II or Asset Supervisor in supervising day-to-day operations in the Family Investment Center including: making recommendations on hiring/firing, conducting performance evaluations, supervising daily work tasks of employees, determining adequacy of office and computer equipment, and making requests for replacements or upgrades as necessary. Ensures that adequate staff coverage is maintained during high volume activity periods.

Conducts supervisory Housing Quality Standards and/or Uniform Physical Inspection Standards inspections according to prescribed policies and procedures. Conducts briefing classes for clients and landlords in Section 8 Existing program. Trains other staff to conduct briefing classes.

Participates with other housing staff in the development of departmental policies and procedures.

As directed locates, summarizes, and assembles various information for executive study and decision making; attends administrative meetings as assigned by supervisor, and reports basic points covered. Compiles and edits narrative and statistical reports and records; monitors notifications and verifications of administrative transactions. Composes correspondence for a variety of routine matters.

May be required to drive AHFC vehicle for purposes of conducting normal duties and/or may take vehicle home at night at convenience of AHFC.

Other duties as required.

 

Knowledge, Skills and Abilities

Knowledge of: Business English and math; proper communication techniques; office management practices and procedures; supplies and equipment; effective human relation concepts and supervisory methods; federal and corporation regulations; and policies and procedures governing assisted housing programs. Knowledge of Microsoft Office software applications is preferred.

Skills and Abilities:  Supervising personnel, organizing data and files, interpreting regulations, implementing and following procedures, selecting and applying guidelines, basic interviewing techniques, typing, operation of personal computer (preferably a Windows environment), making mathematical computations, and networking with local social service agencies.

Ability to: Comprehend written material, perform duties and responsibilities with minimal supervision, interpret and apply rules, instruct staff, establish and maintain effective working relationships with subordinates, peers, supervisors, and other agencies, serve as a team leader in an office with recurring deadlines, mediate disputes during informal meetings or hearings, convey information, both orally and in written form, to a variety of individuals in understandable and precise terms, operate complex records management systems, and draft recommended policy and procedural changes.

Minimum Qualifications:

An associate’s degree from an accredited college in  organizational management, business or public administration, social work, or a closely related field, plus two years’ experience in the area of assisted housing or property management, and one year experience in a position requiring decision making, supervision, or training of staff.

Additional work experience may be substituted on a year for year basis for the required education.

Experience with Windows based computer applications, preferably Microsoft Office applications. Valid Alaska Driver’s license and show proof of good driving record when requested.

Successful completion of either a Property or Program Management certified education program preferred. Housing Quality Standards Inspector or Uniform Physical Condition Standards Specialist certification preferred or must obtain certification within 18 months of employment.
