Summary
Under limited supervision, the Grants Director – Accounting and Reporting will oversee the operations of the Alaska Native Tribal Health Consortium (ANTHC) Grants Accounting and Reporting Teams providing oversight to internal controls and ensures accurate and compliant financial reporting. Oversees monthly, quarterly, and annual accounting close and financial reporting for grant related process. Assists internal and/or external auditors with periodic auditing or the organization's financial records and statements. Directs the grants accounting team’s collaboration and process improvement better supporting and serving ANTHC.
RESPONSIBLITIES
Oversees the post award accounting and reporting processes. Acts as liaison between various departments and the grants teams ensuring the timely execution of all awards. Provides oversight and ensures accurate and compliant programmatic reporting and financial reporting in conjunction with the Grants Planning and Management team.
Manages the Grants Accounting and Reporting team, including supervision of managers: allocation of workload, completion of annual performance and procedures and providing for staff training and support on both grant technical issues and ERP related functionality and issues.
Develops and executes a comprehensive financial grant reporting strategy aligned with department and organization goals. Cultivates effective working partnerships to ensure smooth processes for life-cycle grants accounting.
Directs organization-wide financial reporting processes and guardrails to ensure all grants awarded can achieve 100% compliance.
Provides direction and guidance on grants accounting procedures, compliance, and adherence to regulatory requirements.
Develops Grants Accounting and Reporting policies and procedures in alignment with internal and external compliance requirements. Identifies, develops, implements, and communicates appropriate compliance policies and procedures.
Responsible for directing SEFA preparation with no material exceptions and working with external auditors to complete necessary audits.
Facilitates executive grant reporting including KPI’s on compliance, and other key metrics used to manage the Grants Accounting and Reporting team.
Analyze and evaluate requirements of awarded grants, contracts and subcontracts; establish and implement proper control procedures to assure compliance with grant requirements.
Assures that all grant-related charges are properly reviewed for compliance with specific grant and general cost principal requirements and limitations.
Responsible for accounting and reporting of compliance with grants, including but not limited to compliance with project budget allocations, compliance with both regulatory and grant-specific allowable cost restrictions, compliance with specific contractor/grantor invoicing requirements and compliance with applicable cost-sharing requirements.
Responsible for response and resolution of any grant-related internal control or compliance audit findings.
Ensures all grants accounting staff optimize processes, and allocations in their systems. Works closely with grants management to ensure compliance with financial reporting requirements.
Provides technical support to the Alaska Tribal Health System on matters related to grants accounting compliance.
Performs other duties as assigned.
KNOWLEDGE And SKILLS
Master’s degree in business, communications, healthcare administration, or related field preferred. CPA, CGFM or similar certification with a bachelor’s degree in accounting, finance or business can substitute for the master’s degree. Progressively responsible professional/exempt work-related experience, education or training may be substituted on a year-for-year basis for college education.
Minimum Experience Qualification
Non-supervisory - Five (5) years of progressively responsible experience in grants life-cycle management. An equivalent combination of relevant education and/or training may be substituted for experience. AND Supervisory – Three (3) years of experience in a leadership position supervising professional and other employees in an integrated highly engaged work team.
Preferred Experience Qualification
Experience in non-profit or the Alaska Tribal Health System.
