Summary
Under limited supervision, the Grants Director - Planning and Management will oversee the operations of the Alaska Native Tribal Health Consortium (ANTHC) Grants Planning and Development team, and the Grants Management team. Provides oversight and ensures accurate and compliant programmatic reporting and financial reporting in conjunction with the Grants Accounting and Reporting team. Coordinates oversight of monthly, quarterly, and annual accounting close and financial reporting for grant related processes with the Grants Accounting and Reporting team. Acts as liaison between ANTHC and external funders to ensure accuracy and timely reporting for funding agreements.
Responsibilities
Manage the daily operations of the Alaska Native Tribal Health Consortium (ANTHC) Grants Planning and Development (GPD) and the Grants Management (GM). Lead the GPDD and GM team as it relates to strategy, operations, financial management, and personnel management.
Oversees the delivery of highest quality grant planning and development and grants management services to organizations and leaders in the Alaska Tribal Health System (external customers) and to program managers and division leadership (internal customers).
Effectively networks, monitors and responds to division needs related to ANTHC grants planning and development and grants management services, and serves as the division liaison with a diverse number of departments providing services such as researching grant opportunities, scoping grant notices of funding against established guidelines, and coordinates submission of application with support documentation.
Facilitates effective communication, problem resolution and increased efficiencies on behalf of the division and represents division needs in these areas.
Responds to strategic planning priorities identified by the ANTHC Board of Directors and Consortium leadership.
Works individually and collectively with Consortium leadership to identify emerging needs for grant funding.
Directs all pre-award ANTHC grant activities, to include research and identification of funding needs; planning, coordination and development of proposals in alignment with strategic priorities; coordination of leadership approvals; and submission on or before deadlines.
Oversees and directs funding strategies, proposals and grant management tasks for Tribes and other partners in collaboration with key stakeholders.
Directs the efficient flow of grants through their lifecycles, ensuring proposal and reporting compliance, and adherence to funding agreements.
Provides direction and guidance on pre-award risk, due diligence and compliance, and adherence to regulatory requirements.
Develops Grants Planning and Grants Management policies and procedures in alignment with internal and external compliance requirements.
Identifies, develops, implements, and communicates appropriate compliance policies and procedures.
Employs continuous improvement efforts for systems improvement, customer service, due diligence, and monitoring of grant activities.
Works with Grants Management staff and internal stakeholders to resolve compliance issues.
Provides technical support to the Alaska Tribal Health System on matters related to grant development and proposals and grants administration.
Ensures all grants management staff optimize processes, and allocations in their systems.
Work closely with grants accounting to ensure compliance with financial reporting requirements.
Manages and tracks grants; provides leadership, direction and guidance on professional responsibilities and technical skills; develops goals and priorities; assigns projects and tasks; and supports staff activities and accomplishments.
Serves on division leadership team, supporting and collaborating with division leaders to continually improve and adapt departmental structure and resources to meet program needs.
Represents the department in work associated with corporate leadership initiatives, development planning and implementation, and in outcome measurement, review, performance and reporting.
Provides internal consulting related to grants planning, development, and management.
Facilitates and manages collaborative relationships with Alaska Tribal Health System partners and other organizations on project development and implementation.
Completes internal and external written and oral reports professionally and in a timely manner.
Oversees both Grants Planning and Development and Grants Management staff, providing leadership, direction, and guidance.
Supports development of goals and priorities in conjunction with employees and assigns tasks and projects.
Develops staff skills and training plans.
Counsels, trains, and coaches subordinate staff. Implements corrective actions and conducts performance evaluations.
Manages special projects as required.
Performs other duties as assigned.
Knowledge, Skills, Abilities
Master’s degree in business, communications, healthcare administration, or related field preferred. CPA, CGFM or similar certification with a bachelor’s degree in accounting, finance or business can substitute for the master’s degree. Progressively responsible professional/exempt work-related experience, education or training may be substituted on a year-for-year basis for college education.
Minimum Experience Qualification
Non-supervisory – Five (5) years of successful writing, grant management and/or grant compliance experience in a non-profit setting. An equivalent combination of relevant education and/or training may be substituted for experience.
AND
Supervisory – Three (3) years of experience in a management position supervising professional and other employees in an integrated work team.
Preferred Experience Qualification
Experience in non-profit or the Alaska Tribal Health System.
