Summary:

This position is responsible for the day-to-day operations of the Payroll department within ANTHC. Ensures all payroll activities are in line with company goals and objectives, in conformity with generally accepted accounting principles, and in compliance with government regulations and covenant obligations. The Payroll Manager is responsible for acting as a team leader for accurate and timely payroll processes and compliance with applicable rules and regulations. This is a working manager role where the day-to-day responsibilities are accomplished by directly working with the payroll team and other internal and external partners. This position reports to the Senior Director, Accounting Services.

Responsibilities:

Manages the payroll team to ensure the accurate and timely preparation, processing, review and distribution of payroll. Supports the Senior Director, Accounting Services in meeting deadlines, filing requirements, reporting and ensuring audit procedures are followed.

Manages the entire payroll process. Oversees quarterly and annual balancing of payroll tax filings for all tax jurisdictions. Communicates with the organization to drive time card approvals and compliance with internal controls. Responsible for monitoring and reconciling payroll system interfaces, pay periods, taxes, benefits and other deductions. Ensures all payroll systems work optimally.

Ensures that all established policies, rules, regulations and agreements are followed. Ensures that all department processes and procedures are appropriately documented and ensures compliance. Implements and new accounting policies/procedures as necessary to achieve company objectives and/or comply with regulatory requirements.

Champions process improvement efforts achieved and enhanced by the use of automated systems. Acts as the business owner of the payroll modules of the Enterprise Resource Planning (ERP) system as well as the Kronos timekeeping system. Partners with the ERP Director to ensure applicable patches are applied to maintain the functionality of the system and identifies upgrades and additional models to enhance the accounting capabilities of ANTHC.

Resolves more complex customer service issues and problems utilizing expertise in payroll policies and laws.

Provides leadership, guidance and direction to assigned staff. Develops goals and priorities in conjunction with employees and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains and coaches subordinate staff. Implements corrective actions and conducts performance evaluations. Reviews and signs off on timecards.

Performs other duties as assigned or required.

Other information: KNOWLEDGE and SKILLS Strong knowledge of payroll taxes, filing requirements and regulations. Strong knowledge of multi-state payroll taxes. Knowledge of the generally accepted accounting principles, practices and their applications. Knowledge of federal, state and local laws, codes and regulations. Knowledge of continuous quality improvement concepts, theories and application. Skill in interpreting and applying federal, state and ANTHC financial policies, procedures and regulations. Demonstrated knowledge of applicable computer system software programs. Demonstrated skill in working cooperatively, multitasking, prioritizing projects and meeting deadlines. Demonstrated strong attention to detail and ability to manage competing priorities. Skill in establishing and maintaining cooperative working relationships with others.

Skill in written and oral communication.

MINIMUM EDUCATION & EXPERIENCE QUALIFICATION

A Bachelor’s degree in Accounting, Finance, Business or a related field. Education must be obtained through an accredited institution. Degree will be verified.

MINIMUM EXPERIENCE QUALIFICATION Non-Supervisory - Six (6) years of applicable professional experience. AND

Supervisory - Two (2) years supervisory experience as a Payroll Manager or similar accounting leadership position.

MINIMUM CERTIFICATION QUALIFICATION Certified Payroll Professional (CPP) certification is preferred.
