Summary: Under general supervision, processes and tracks requisitions and purchasing documents for ANTHC.
Responsibilities:
Handles purchasing activities and service agreements up to $100,000.00 with signed approval. Which also includes unlimited dollar amounts on GSA contracts and/or Delivery Contracts.
Locates and solicits vendors and contractors; negotiates pricing with vendors. Evaluates and confirms bids; compiles, validates and processes required documentation; recommends approval and obtains necessary signatures within scope of authority.
Prepares formal and informal Requests For Quote, (RFQ) determines correct solicitation method and sources to be solicited.
Analyzes requests before purchase determining which vendor to utilize based on price availability, delivery method and cost, technical capability, quality.
Researches vendor information and acquires price quotes; contacts clients and vendors to clarify requests and gather background information; verifies information and resolves issues as needed.
Provides high level customer support to internal and external customers by expediting purchases processes; ensures positive rapport with customers through effective communication throughout the purchasing process.
Processes purchase orders through required approval process. Performs a variety of administrative functions; prepares and updates reports, records and related documents; responds to inquiries. Enters requisition information and other data into computer system; accesses and locates information for customers, staff, authorized agencies and others. Reviews and approves invoices from vendors.
Ensures documentation completed and filed according to established department guidelines. Maintains file integrity and confidentiality by adhering to department policies and procedures.
Assures the accuracy of the electronic and paper filing systems.
Researches files to monitor vendor performance, obtain requested information, insert additional data, and check accuracy of documents.
Provides information and assistance within the scope of designated authority.
Manages the materials submittal process to ensure all submittals are approved prior to purchase completion.

MINIMUM EDUCATION QUALIFICATION
A Bachelor’s Degree in logistics, finance, business or related field. Progressively responsible paraprofessional work experience may be substituted on a year-for-year basis for college education.
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory - Three (3) years of construction material purchasing experience. Basic knowledge of construction materials and processes. Knowledge of transportation and logistics methods in Alaska. An equivalent combination of relevant education and/or training may be substituted for experience.
MINIMUM CERTIFICATION QUALIFICATION
America Purchasing Society - Certified Purchasing Professional (CPP). Professional work experience may be substituted on a year-for-year basis.
ADDITIONAL REQUIREMENTS
This position requires the ability to sit for long periods of time.
